P.C. 154-600 A RE SOL UTION OF THE PLANNING COM MI SS ION OF THE CITY OF HE RMOSA BEACH DE NYING A ZONE VARIANCE UPON CERTAIN PROPERTY LOCATED ON EIGHTH STREET IN THE CITY OF HERMOSA BEACH, CALIF ORN I A THE PLANN ING COMMISSION of the Ci ty of Hermosa Beac h doe s resolve as follows: WHEREAS, t here was filed with thi s Co mmission, und e r the pr ovisi ons of Ordinance N.S. 154, ap plicat ion for zone vari ance by Edward Eh inger and Rober t Dunlap upo n p r operty ow ned by the appl ica nts and located a t 121 8th St; and WH EREAS, the Planning Commissio n of the City of Hermosa Beach did, on Janu ary 9, 1967, ·c onduc t a duly ad ver t ised publ ic hea ring to con s ider this ap plica t ion to permit t wo a partments to be converted intp o ne apart ment, and eliminati on of o ne gar age which wi 11 be conv e rted to a be droom for said apartme nt, on that p roperty de sc ribed as follows: Lot 15 and 16, Tract 1564 NOW , THE RE FOR E, BE IT RESO LVED that, i n view of th e findings at sa id hearing, th e Planning Commissi on does hereby deny this zo ne varianc e f or th e fo ll ow ing reasons : 1. I t is in vi ol at ion now, and we wo uld be setting a precedent by l e galizing an ex isti ng v iola t i on . 2. The heavi ly trafficke d are a is in need of a dditional parki ng , rath ef t han less parking, whic h this would tend to create . 3 . Th e or igin a l mo tion fail e d to car ry by a majori ty a f fir ma tive vote . 4. It woul d reduce th e ratio of apar tmen ts to gar ages, 5, The initia l application ca me be for e the Plan ning Commission more than te n years ago and was deni e d by the Pla nning Commission and de nied on app ea l by the City Council a nd de spi te th i s ac tion was conve rted anyway . 6 . It s eems to be contrary to t he entire spi rit of corranun i ty plannin g t hat we a re tr ying to generat e with our new General Pl an. The fo rego in g resolution was adop te d by the Plan ning Commissio n at a re gul a r meetin g held on Ja nuary 9 , 1967 , by t he fo l lowing vote: AYES : Comm. Ar mer , Reeves, Boice, Viaul t (Chairman) Comm . Noble, Hales (Comm. Hal es gav e the following re ason f or voting yes on denial: Becau se by gran tin g the application we wou ld be en ­ dorsing the use o f a garage which has been co nve rted in to a bedroo m ill eg ally, a nd i t wo u ld se t a poor example for ot he r proper ties havi ng garages used for simila r reasons, Planning Commission Page 2 January 9, 1967 NOES: ABSENT: Comm . Hamil t on, who sta ted his reason for voting no as follows: The apartmen t house ts now under good management and ' apparently cr eating no civic probl e m and to reconvert the building as it formerly ex isted with six apart ments to five garages would po ssibly create problems for t he Ci ty with regard to parking.
