A RESOLUTION OF INTENTION OF THE PLANNING COMMISSION OF THE CITY OF
HERMOSA BEACH TO INITIATE ACTION FOR THE PURPOSE OF CONSIDERATION OF
AMENDING ZONING ORDINANCE N.S. 154, ARTICLE 9, SECTION 900, PARAGRAPH
23; ARTICLE 10, SECTION 1000, PARAGRAPH 9; ARTICLE 11, SECTION 1105,
ARTICLE 13, SECTION 1308; ALL SECTIONS REL~TING TO PUBLIC UTILITY USES
OF PROPERTY,
THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH does resolve as follows:
WHEREAS, the above articles, sections and paragraphs of Ordinance N.S. 154, were
amended by the City Council under a temporary interim ordinance on Apri I 6, 1965,
in order to allow the Planning Commission sufficient time for study and review
of said amendments an in the interim to protect the public health, safety and
welfare; and
WHEREAS; because the limited area of the City makes it difficult to provide
for the adequate provision of industrially zoned land, in order to accomodate
public utility uses of property without giving of special consideration for the
comfort, convenience, aesthetic and property values of other permitted zone uses
in adjacent residential and commercial zoned areas of the City; and
WHEREAS, after careful study and review, it has been determined that public
utilities in order to best serve the community, may at times have to be located
in residential zones; and
WHEREAS, when this does occur, provisions should be established in order to
provide for proper regulations and control to preserve the property rights of
the adjacent residencesand to preserve the residential land values; and
WHEREAS, in view of the findings during said review, it is the opinion of the
Planning Commission that amendment of said ordinance and articles is in order
to-wit:
1. That Article 9, Section 900, Paragraph 23, shall be and is hereby deleted.
2. That Article 10, Section 1000, Paragraph 9, shall be and is hereby deleted
and the following substituted therefor;
11 Public Utilities or utilities operated by mutual agencies consisting of
water tanks, storage buildings, water wells, electrical substations, gas
metering stations, telephone exchanges, service yards or electrical
receiving and/or transforming stations, power boosters or conversion
plants, with the necessary buildings, apparatus or appurtenances
incidental thereto.11
S. That Article 11, Section 1105, shall be and is hereby deleted.
4. That Article 13i Section 1308, shall be and is hereby deleted.
NOW, THEREFORE, BE IT RESOLVED that, under the provisions of Ordinance N.S. 154,
Section 1501, the Planning Commission initiate action to conduct a public hearing
at th~ regular meeting of October 9, 1967, in City Hall Council Chambers, at 7:30

meeting he ld on the 11 th day o f September, 1967, by the f ollowing vote:
