HomeMy WebLinkAboutPC Resolution 154-658Name: Planning Commission To Permit: Date: Resolution of Policy governing Service Stations May 6, 1968 RESOLUTION P.C. 154-658 A POLICY RESOLUTION OF THE PL.ANNING COMMISSION OF THE CITY OF HERMOSA BEACH FOR STANDARDS AND REGULATIONS GOVERNING THE GRANTING OF CONDITIONAL USE PERMITS FOR SERVICE STATIONS LOCATED IN THE C-2 AND C-3 ZONES OF THE CITY THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH does resolve as follows: WHEREAS, the Planning Commission has, for the past few months, studied and reviewed standards and regulations for service stations; and WHEREAS, it has been determined that certain basic standards and regulations are necessary in the granting of conditional use permits for the operation of service stations, NOW, THEREFORE, BE IT RESOLVED that the Planning Commission does hereby set forth the following basic criteria in the granting of a conditional use permit for service stations. The Planning Commission further reserves the right under exceptional or extra­ ordinary circumstances to vary from said standards and regulations. The recommended criteria for service station standards and regulations are as follows: SECTION l C-2 ZONE I . Si ze of 1 ot a. Minimum 10,000 sq. ft. b. Minimum frontage on street -80 feet. 2. Landscaping a. Provide 8 inches high by 5 feet wide planting area along all street frontages, except where driveways are located, minimum length of planting area shall be 18 feet. b. Each front corner of lot, provide a triangular shaped or other shaped planting area 8 inches high with a minimum of thirty-two (32) square feet. c. Rear and yards abutting other properties, provide a six ft. high deco­ rative masonry wall. Provide landscaping three feet wide by eight inches high, along a minimum of fifty percent of each wall. Alternate Provide a minimum of landscaped area of 575 sq. ft.; this area to be divided up into a minimum of four separate areas, and all areas to be raised 8 inches above ground level. d. All ~lanting areas to be provided with an adequate sprinkling system. e. All planting area to be maintained. f. Planting areas to be under supervision of Park Supervisor and approval ahall be obtained before installations. Planning Commission Pag e 2 P.C. 154-658 3. Building Design a. Contemporary and in keeping with design of adjacent proper t ies. b. Lube bay openings not to abu t t stre ets or residential prope rty. c . Pump isle s to be locat ed a minimum of 15 fee t from property line. d . Provide minimum of five ft . by six ft. t rash area with six ft. high masonry wall s . Al 1 openings to be constr uc ted s o as to completely screen t he trash from public view. 4. All new and used mer ch andi se shall be stored and dis p layed within the se rvi ce station buil din g, or under the canopy, or within p ump islands. a. No used or discarded automobile parts or equipment o r permane ntly disable d junk , or wrecked vehicles shall be located upon the premises, except within an enclosed trash storage area. b. There shall be no stor age, sale or rental of: boats, house trailers, camp trail er s, detached camper-trailer top s, passenger cars, trucks, mot orcyc les, wagons , dismantled ve hi c les and other t rail ers upon the pre mise s. This shall include withi~ the b uilding, a s well as outs id e t he building. 5. Parkin g and sign requirements shall be as se t forth in the Zoning Ordinance N.S. 154. 6. Services performed upon the premise s shall be limited to the f ollowing: a. Dispensing of gasoline and o i I. b. Lubri ca t ion, sales o f new and used ti res, batteries, accessories, and the installa tio n and rep ai r of same. c . Motor tun e-ups . d. Ins tall at ion of brakes, wheel balancing, poli sh ing, and washing o f aut omobi les, if proper facili ties are provided. All of the a bove work sha ll be done inside th e building, othe r than the dispensing of gas and oil, installa tio n of fan belts, tire r ep airs. 7. The following work shall not be done on the premises: a. General repair work such as minor or maj or motor overha u l and major transmission work, r ea r end axle, body and fend er work, painting, and tire re-capping. SECTION 2 C-3 ZONE Service stations in a C-3 Zon e shall comply with all the regul atio ns se t forth in the C-2 Zone. ExcepttbnP a. The rental of trailers may be allowed , p rovid ed sa id t rail e rs are con­ fined in an area surrounded by a six (6) foot hig h decorative masonry wall, and the op ening to said area does not excee d 15 feet , and does not face on the street or toward residential property.
