RESOLUTION P.C. 86-26
A RESOLUTION OF THE PLANNING COMMISSION OF HERMOSA BEACH, CAL
IFORNIA, RECOMMENDING TO THE CITY COUNCIL TO AMEND ARTICLE 11,
SECTION 1103, TRANSLATING POTENTIAL CLASSIFICATION TO PERMISSIBLE
USE, AND DELETING SECTION 1104, LAND MAY BE USED IN ACCORDANCE
WITH PRECISE(D) PLAN.
WHEREAS, the Planning Commission held a public hearing on
March 18, 1986 and April 15, 1986 and made the following

The City's Zoning Ordinance, Precise Plan Section, does not
provide for initiation of zone changes for C-Potential prop
erty by the City;
Requiring Precise Plan approval at the time development is
proposed will enable the City to initiate zone changes.
The current text of Section 1103 incorrectly indicates how C
Potential property is indicated on the Zoning Map;
The current text intertwines the zone change with the plan
which is not permitted by law since the zone change itself
cannot be a conditional approval;
The current Precise Plan suggests that standards may be less
than what is required by the zoning, parking, and other or
dinances which is equivalent to a zone variance without ade
quate grounds;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
24 of the City of Hermosa Beach, Ca 1 ifornia does hereby recommend
25 amending Article 11, Section 1103, Translating potential clas-
26 sificiation to permissible use, to read as follows, and deleting
27 Section 1104, Land may be used in accordance with precised plan:

Section 1. The title of Section 1103 shall be amended as
follows:
Precise Plan (P.P.) Requirements for Commercial-Potential Pr o per-
!Y_ ( C ).
A. V17hen a property owner requests changing 11 C-Potential 11 proper
ty as designated on the Zoning Map from its current zoning to
a commercial zone, a Precise Plan (P.P.) shall be submitted
indicating the proposed use o f th e pr o p e rt y an d p l a ns sh owing
the entire site including an y p a r c el s t ha t wil l be ut ili z ed
in conjunction with the pr o po s ed d ev e lo pment a nd use . An y
future modification to the ap pr oved de e lopme n t s h all requi r e
an amendment to the Precise Plan.
The Precise Plan symbols "P.P." shall be indicated on the
parcels, or parcels on the zoning map.
Procedures, including number of required site plans, floor
plans and elevations to be submitted, time frames, and fees
to be paid shall be set forth by City Council resolution.
12 B • When the City initiates a zone change of "C-Potential" prop
erty as designated on the zoning map from current zoning to a
commercial zone, a Precise Plan shall be required at the time
of any proposed developmen t re que s t is made for the subject
property. The rezoned prop ert y s hal l be designated with the
Precise Plan symbols P. P. on t h e Zoning Map. When rezoning
property, there shall ~e consistency with the General Plan.

16 Procedures shall be as set forth in subsection A above.
