The Park and Recreation Facilities Tax has not been increased
in 12 years;
The City has no available funds for the acquisition of recre
ation space;
The population of Hermosa Beach continues to expand with the
construction of new dwelling units and a diminishing ratio of
recreational space to residents is a result;
To make this tax equal to the in-lieu fee required under the
Quimby Act, would be inequitable because of the economic dif
ferences between construction of apartments and condominiums;
16 NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
17 of the City of Hermosa Beach, California recommends to the City
18 Council the following amendment:
19 11 SECTION 1. Amend Section 30-40, Taxes -Amount, of Article V,
20 Park and Recreation Facilities Tax, to require the sum of $2000
21 for each new and/or additional unit but not to include a unit
22 1, 1 . . . . rep acing an ex1st1ng unit.
