HomeMy WebLinkAboutPC Resolution 87-53RESOLUTION P.C.87-53 1 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA EACH, CALIFORNIA, APROVING A CONDITIONAL USE PERMIT AND AN 2 ENVIRONMENTAL NEGATIVE DECLARATION TO ALLOW A SHEET METAL SHOP AT 3 112 ARDMORE AVENUE, LEGALLY DESCRIBED AS LOT 109, WALTER RANSOM COMPANY'S VENABLE PLACE TRACT. 4 WHEREAS, the Planning Commission held a public hearing on 5 September 1, 1987 to receive oral and written testimony regarding 6 this matter pursuant to applicable law and made the following 7 Findings: 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 B. The applicant is requesting a sheet metal shop in the M-1 Zone; The use is similar to adjacent uses to the north and south; The imposition of conditions of approval will mitigate any significant environmental problems; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California does hereby approve a Conditional Use Permit and an Environmental Negative Declaration to allow the operation of a sheet metal shop at 112 Ardmore Avenue subject to the following conditions: Development shall be in substantial conformance with submitted plans, and any modifications shall be reviewed and approved by the Planning Director The hours of operation shall be limited to 7:00 a.m. to 7:00 p.m. Delivery of and pick-up of materials and supplies .shall be limited to the hours of 8:00 a.m. to 6:00 p.m. The storage of combustible or toxic materials shall be stored in a manner approved by the Fire Department. a. A list of such materials shall be submitted to the Planning Department prior to obtaining Building Permits. All work shall be done within the enclosed building. Three sets of landscaping plans shall be submitted and approved by the Planning Director. a. An automatic irrigation system shall be provided for all planters. c. A minimum 5 foot wide landscape planters with 6 inches high concrete c urbing and 15 gallon trees, 8.5 feet on center shall be provided along the rear property line. Parking areas and landscape area shall be maintained in a neat and clean manner at all times. a. Outdoor storage of materials and/or equipments shall be strictly prohibited. All refuse shall be kept in an enclosed trash bin. The establishment shall not adversely affect the welfare of the residents and/or adjacent establishments. Noise emana ting fro m the property shall be within the limitations prescribed by the City's Noise Ordinance and shall not generate complaints from surrounding owners or tenants. Any changes to the approved plans or to the use shall be subject to review and approval by the Planning Commission via an amendment to this Conditional Use Permit. Prior to the Conditional Use Permit being in ef feet, the applicant shall submit to the Planning Department, a signed and notarized "Acceptance of Conditions" form. This Conditional Use Permit shall be recorded with the deed, and proof of recordation shall be submitted to the Planning Department. The Planning Commission may review the Conditional Use Permit and may amend the subject conditions or impose any new conditions if deemed necessa ry to mitigate detrimental effects on the ne ighbor hood resulting from the subject use. This Conditional Use Permit shall be reviewed in six months (March 1, 1988). Prior to obtaining Building Permits, three sets of revised plans shal 1 be submitted including site, floor, elevations and landscaping. a. Revised plans shall indicate architectural treatment such as mansard roof, wood trim, accent stripes or other treatment; plans shall be reviewed and approved by Planning Director.
