HomeMy WebLinkAboutPC Resolution 87-65( ( RESOLUTION P.C. 87-65 1 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, RECOMMENDING APPROVAL OF A TEXT AMENDMENT TO 2 THE DEFINITION OF "RESTAURANT" AND "SNACK BAR AND/OR SNACK SHOP" AND APPROVAL OF AN ENVIRONMENTAL NEGATIVE DECLARATION. 3 4 5 WHEREAS, the Planning Commission held a public hearing on November 4, 1987 , November 17, 1987, and January 19, 1988 to receive oral and written testimony regarding this matter and made 6 the following Findings: 7 8 9 10 11 12 13 A. The present Zoning Ordinance does not distinguish between a "restaurant: and "snack bar and/or snack shop"; , B. A distincition between "restaurant" and "snack bar" is required because of potential parking impacts. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby recommend the following: 14 Section 1. The following shall be added to Article 2, Definition. 15 16 17 18 19 20 21 22 23 24 25 2(3 Section 2. Section 3. 27 28 A. Add the following to existing definition of Section 270. Restaurants: B. "The establishment shall serve either one of the following: breakfast, lunch, or dinner or has a kitchen with equipment capable of serving breadkfast, lunch, or dinner." Add a new section to read as follows: "An establishment that serves a snack usually for consumption between meals; specifically, i terns such as donuts, ice cream, yogurt, or cookies are considered snacks, and the Planning Commission may consider additional items as snacks." Add the following to Section Commercial Zone: 8-2. Neighborhood "Snack bar/Snack shop; Conditional Use Permit required subject to Article 10." Add the following in alphabetical order to Article 11.5, Section 1152, off-street parking, commercial, and business uses: -1 - .. 1 2 3 4 5 6 VOTE: "Snack bar /Snack shop: The parking requirements for a snack bar and/or snack shop shall be the same as that for "restaurant II unless it can be shown to the Planning Commission that the characteristics of the building, it's location, and other mitigating factors result in less parking being necessary for the business."
