RESOLUTION P.C. 88-34
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, APPROVING A PARKING PLAN BETWEEN 2306 PACIFIC
COAST HIGHWAY AND HOPE CHAPEL, 2420 PACIFIC COAST HIGHWAY, TO
ALLOW AN OFFICE ADDITION AT 2306 PACIFIC COAST HIGHWAY AND AN
ENVIRONMENTAL NEGATIVE DECLARATION.
WHEREAS, the Planning Commission held a public hearing on
April 19, 1988 to receive oral and written testimony regarding
this matter and made the following Findings:
A. The office building at 2306 Pacific Coast Highway and Hope
Chapel have peak hour parking demands at different times of
the day;
B. The office building at 2306 P.C.H. will grant the use of 15
parking spaces during evening and weekend hours to Hope
Chapel;
C. Hope Chapel will grant the use of 15 parking spaces during
mid-week, day time hours;
D. The Hope Chapel has peak parking demands on Sundays when most
of the general offices at 2306 Pacific Coast Highway are
closed;
E. The existing structure at 2306 Pacific Coast Highway contains
approximately 9,405 square feet and 32 parking spaces;
F. The proposed office addition will require 3 additional
parking spaces;
G. Based on current parking standards, 41 parking spaces will be
required for the office building;
H. Existipg parking, added to the 15 parking spaces being
granted through the parking plan, will give the office 47
parking spaces;
I. Hope Chapel is not expanding or altering their use;

J. The proposed addition is consistent with zoning requirements
and the General Plan;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
of the City of Hermosa Beach, Califiornia, does hereby approve a
parking plan to allow an office expansion at 2306 Pacific Coast
Higpway subject to the following conditions.
1. A covenant shall be recorded with the deed for the sites with
the City made a party thereto, limiting the use of the sites
and prohibiting the elimination of any parking spaces.
2. The parking plan shall be revised to included the following:
a. The parking being allocated for Hope Chapel shall be
located on the lower level of the parking structure at
2306 Pacific Coast Highway.
3. The fifteen parking spaces being granted for use by Hope
Chapel to 2306 P.C.H. shall be posted with signs stating
"reserved parking for employees of 2306 Pacific Coast Highway
Monday through Friday, 8:00 A.M. to 5:00 P.M.
4. The hours of church services shall be limited to Fridays and
Saturdays commencing at 7:00 P.M., and Sundays commencing at
8:00 A.M.
5. The door on Borden Street shal 1 not be used as a general
access door but for emergency purposes only. Panic hardware
for said door shall be provided limiting access for
emergencies only; and the opening in block wall shall be
sealed.
6. Any modification of said parking plan shall be subject to
approval by the Planning Director.
7. Building permits for 2306 Pacific Coast Highway shall not be
issued until all of the above conditions have been met except
that no building permit shall be finaled until opening in
block wall is sealed.
