HomeMy WebLinkAboutPC Resolution 88-49RESOLUTION P.C. 88-49 1 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, RECOMMENDING THE CREATION OF THE NEW ZONE, 2 R-lA, TO ALLOW A MAXIMUM OF TWO DWELLING UNITS & ADOPT AN ENVIRONMENTAL NEGATIVE DECLARATION. 3 4 5 6 7 8 9 WHEREAS, the Planning Commission held a public hearing on June 21, 1988, and made the following Findings: A. The new zone is consistent with the low density designation of the General Plan; B. Creating the new zone will provide flexibility in zoning large lot areas of the City which are designated low density; 10 NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby recommend 11 amending the zoning ordinance by adding the following Sections: 12 "ARTICLE 4.5 R-lA TWO DWELLING UNITS PER LOT ZONE (R-lA ZONE) 13 Sec. 4.5-1. Permitted uses. 14 In an R-lA zone the following uses are permitted: 15 1) Any use permitted in the R-1 (One-Family) Residential Zone. 16 2) Two-unit complex. 17 3) Condominium developments consistent with the prov1s1ons of the Condominium Ordinance of the City of Hermosa Beach. 18 19 Sec. 4.5-2. Development standards. 1) Building height. Any building may have a maximum of two (2) 20 stories, but shall not exeeed in any case a maximum of twenty-five (25) feet in height. Refer to Article 7.2 for 21 additional height requirements for condominiums. 22 2) Front yard. Every lot shal 1 have a front yard setback of ten (10) percent of lot depth or a maximum of ten (10) feet. 23 3) Side yards. Every lot shall have a side yard on each side 24 of the lot equal to ten (10) percent of the width of the lot, provided such side yard shall not be less than three (3) feet 25 in width and need not exceed five (5) feet in width. 26 4) Rear yard. Every lot shall have a rear yard not less than five (5) feet in depth. The second floor can be three (3) 27 feet from the property 1 ine. R-lA zones shall be subject to 6) 7) 8) 9) 10) 11) additional yard regulations as provided in Article 12 of this ordinance. Off-street parking. Off-street parking requirements and regulations for the R-lA zone are provided in Article 11.5 of this ordinance. Lot area. The minimum lot area for new lots in the R-lA zone created by subdivision shall be six thousand seven hundred (6,700) square feet. Lot area per dwelling unit. The m1n1mum lot area per dwelling unit shall be not less than thirty-three hundred fifty (3,350) square feet and a maximum number of units per lot shall be two (2). Permissible lot coverage. All buildings, including accessory buildings, shall not cover more than sixty-five (65) percent of the area of the lot. Placement of buildings. Placement of buildings on any lot shall conform to the following: a. No building may occupy any portion of the required yard. b. Any building used for human habitation shall not be located closer to the rear property line than a distance of five (5) feet; however, where a rear yard abuts a street or alley, the building may be located three (3) feet from the rear property line on the first floor and one (1) foot from the property line on the second floor. c. The distance between any buildings used for human habitation shall be not less than six (6) feet. The distance between a main building and an accessory building shall be not less than six (6) feet. Open space. There shall be a minimum of four hundred (400) square feet of usable open space per dwelling unit. a. Fifty (SO) percent or more of the required open space shall be directly accessible to each unit and solely for private enjoyment and use by a specified unit. b. Private and common open space may be covered up to twenty-five (25) percent but shall not be enclosed on more than two (2) sides. c. The minimum dimension of open space areas shall be ten (10) feet. d. Common open space areas may include pools, spas, gardens, play equipment and courtyards (a m1n1mum of 20 feet wide). Twenty-five (25) percent may be in decks over non-living areas, and/or similar areas. Driveways, turning areas, parking areas and required front, rear, and side yard areas shal 1 not be counted toward open space. -2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 e. f. g. h. i. Private open space areas may include patios, pools, spas, and garden areas; twenty-five (25) percent may be in balconies and decks over non-living areas or over living areas of the same dwelling unit when accessible through the interior of the dwelling unit and over only the dwelling unit for which there is interior access. Refer to Article 7. 2 for additional requirements for condominiums. When computing open space in conjunction with yard areas, only an area which exceeds the minimum required yard area may be counted toward open space and only if the overall dimensions of the required setback and the exceeding area together has a dimension of at least ten (10) feet in width and length. Circular, triangular, odd and/or unusual shaped open space areas shall have a minimum of one hundred (100) square feet in area as well as a minimum ten (10) foot dimensions. Decks, balconies or similar areas which extend over more than one dwelling unit shall have a minimum S.T.C. rating of 58. Sec. 4.5-3. Sign regulations. All signs in the R-lA zone shall conform to the requirements and 14 regulations of the Hermosa Beach City Code." 15 11ARTICLE 11.5 OFF-STREET PARKING ' 16 Sec. 1157.
