A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
2 11 BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT TO ALLOW
THE EXPANSION OF AN ELEMENTARY SCHOOL AT THE HERMOSA VIEW SCHOOL
3 11 SITE, 1800 PROSPECT AVENUE AND APPROVING AN ENVIRONMENTAL
NEGATIVE DECLARATION.
WHEREAS, the Planning Commission held a public hearing on

July 19, 1988, to receive oral and written testimony on this
matter and made the following Findings:

The proposed site is zoned Open Space and Unclassified.
Unclassified land is equivalent to R-1 zoning.
Schools are allowed in the R-1 Zone (Unclassified) subject to
a Conditional Use Permit.
The applicant is proposing to add 4 temporary classrooms
within the unclassified area.
The site provides more parking than required.
The school may not have a detrimental effect in residential
zones (unclassified) when appropriate conditions of approval
are imposed.
18 11 NOW THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Hermosa Beach, California, does hereby approve a
19 11 Conditional Use Permit to allow an elementary school expansion at
the Hermosa View School Site, 1800 Prospect Avenue, subject to
20 11 the following Conditions:

The school site shall be limited for elementary school use
only. Any other activities as subject to approval from the
Planning Director.
The proposed parking behind the 4 proposed temporary
classrooms shall be stripped as shown on submitted plans.
a. For the safety of the children, this area shall be
enclosed by a six foot (6') fence.
The eight (8) parking spaces in front of the school shall be
limited to 15 minute parking only.

a. A sign shall be posted and the curb painting designating
the limited parking.
Ten (10) parking spaces behind the existing library shall be
designated for visitor parking only.
a. A sign shall be located in front of the school stating
visitor parking available behind the l ibra ry.
The faculty shall be encouraged to use the parking lot behind
the temporary classrooms.
A two lane pick-up and drop-off area shall be located in
front of the library and administration buildings.
a. A white line shall be painted on the pick-up area showing
two lanes.
b. The southerly entrance shal 1 be designated "entrance";
the northerly entrance shall be designated "exit".
c. Signs and arrows shall clearly be displayed indicating
entrances and exits.
The equipment storage locker shall be a constructed storage
shed or similar shed subject to approval from the Planning
Director.
The Planning Commission may require school busing if
congestion becomes a problem.
The school shall encourage car pooling to ease potential
congestion.
171110. All signs shall be subject to approval of the Planning
Director.

11. The exterior of the premises including parking shall be
19 11 maintained in a neat and clean manner at all times.
20 1112. Any modifications to the approved layout shall be subject to

approval from the Planning Director.
13. Prior to the Conditional Use Permit being in effect, the
22 11 applicant shall submit to the Planning Department, a signed

and notorized "Acceptance of Conditions" form.
The Planning Comm iss ion may review the Condit i onal Use Permit
and may amend the subject conditions or impose any new
conditions if deemed necessary to mitigate detrimental
effects on the neighborhood resulting from the subject use.
