HomeMy WebLinkAboutPC Resolution 89-01• 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 89-1 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A PARKING PLAN AMENDMENT AT 2306 . PACIFIC COAST HIGHWAY TO ALLOW THE OPENING OF THE DOOR ON BORDEN STREET DURING SPECIFIED HOURS AT 2420 PACIFIC COAST HIGHWAY AND APPROVAL OF A NEGATIVE DECLARATION. WHEREAS, the Planning Commission held a public hearing on January 3, 1989 to receive oral and written testimony regarding this matter and made the following Findings: A. On April 19, 1988, the Planning Commission approved Resolution P. C. 88-34 which approved a Parking Plan for an office addition at 2306 Pacific Coast Highway and a Negative Declaration; B. The Parking Plan and Negative Declaration were approved subject to a condition that the door for Hope Chapel on Borden Street would not be used as a general access door but for emergency purposes only and that panic hardware would be provided limiting access for emergencies only; C. The applicant, located at 2306 Pacific Coast Highway (Loomis and Eick) is requesting approval to allow the opening of the door on Borden Street during specific hours; D. The imposition of conditions of approval will mitigate any problems that may arise in conjunction with said use; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby approve a Parking Plan Amendment at 2306 Pacific Coast Highway to allo the opening of the door on Borden Street during specified hours at 2420 Pacific Coast Highway subject to conditions below and approval of a Negative Declaration. 1. The door along the opening on Borden Street shall be in plac within 30 days of the approval of the Parking Plan. -/- 1 2 3 4 5 6 7 8 9 10 2. 3. 40 keys shall be distributed to employees of Pacific Plaza and 10 keys to employees of Loomis and Eich for said door access. a. The keys shall be distributed within thirty days of approval of this Parking Plan Amendment. b. Either entering or exiting through said door shall require use of a key. c. A non-copy key shall be required. d. The door shall not be used at any time by employees or the congregation of Hope Chapel. The door shall be used only during the specified hours of 7:00 A.M. to 6:30 P.M. Monday through Friday only, and shall be closed at all other times. a. The door shall be secured and inaccessible at all other times when not in use during specified times. 11 4. Use of keys for the Borden Street door shall be implemented for a six month trial basis to determine feasibility. 12 13 a. A report shall be provided to the Planning Commission following the six month trial period. 14 5. 15 The door shall be sealed if the proposed key program is determined to be unfeasible by the Planning Commission. 16 17 18 19 20 21 22 23 24 25 2G 27 28 6. 7. 8. 9. A covenant shall be recorded with the deed for the sites with the City made a party thereto, limiting the use of the sites and prohibiting the elimination of any parking spaces. The parking plan shall be revised to include the following: a. The parking being allocated for Hope Chapel shall be located on the lower level of the parking structure at 2306 Pacific Coast Highway. The fifteen parking spaces being granted for use by Hope Chapel to 2306 P. C.H. shal 1 be posted with signs stating "reserved parking for employees of 2306 Pacific Coast Highway Monday through Friday, 8:00 A.M. to 5:00 P.M." The hours of church services shall be limited to Fridays and Saturdays commencing at 7:00 P.M., and Sundays commencing at 8:00 A.M. 10. Any modification of said parking plan shall be subject to approval by the Planning Director. 11.
