HomeMy WebLinkAboutPC Resolution 89-04( . • I• ✓-----~ ' 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 11 RESOLUTION P.C. 89-4 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIF ORNIA , APPROVING A CONDITIONAL USE PERMIT AND VESTING TENTATIVE TRACT MAP ://46903 FOR A 13-UNIT CONDOMINIUM PROJECT AT 603 FIRST STREET, LEGALLY DESCRIBED AS LOTS 131 AND 133, WALTER RANSOM COMPANY'S VENABLE PLACE TRACT AND PORTIONS OF LOTS 41 AND 42, BLOCK 78, SECOND ADDITION TO HERMOSA BEACH TRACT AND ENVIRONMENTAL NEGATIVE DECLARATION. WHEREAS, the Planning Commission held a public hearing on January 3, 1989 to receive oral and written testimony on this matter and made the following Findings: A. The map is consistent with applicable general and specific plans; B. The site is located within a General Plan/Zoning consistency area, and the development is consistent with the General Plan density requirements; C. The development shall pose no threat to the public safety and welfare; D. E. F. The subdivision or type of improvements are not 1 ikely to cause serious public health problems; The subdivision or type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision; Design of the proposed subdivision is compatible and consistent with applicable elements of the City's General Plan; II G. The project will conform to all zoning and condominium criteria and will compatible with adjacent residential properties; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California does hereby approve a Conditional Use Permit and Vesting Tentative Tract Map -1 - ~ , 4 ~ 1 2 II 1. 3 4 5 6 7 8 9 10 11 12 11 2. 13 3 . 14 15 16 17 18 19 20 21 4. 22 23 11 5. 24 25 26 27 11 6. 28 #46903 for a 13-unit condominium project at 603 First Street subject to the following conditions of approval: Three (3) sets of revised plans including site, elevation, floor and landscaping plans, which are consistent with the conditions of approval of this C.U.P., shall be submitted to the Planning Director for review and approval prior to the issuance of any Building Permits. Revised plans shall indicate the following: a. Plans shall indicate a maximum of thirteen (13) units. b. Three (3) parking spaces shall provided for each unit, two per unit and one guest space. c. Ten foot setbacks shal 1 be provided from al 1 property lines which abut public streets including First Street, First Place, and Ardmore Avenue. d. The driveway approach shall be a minimum of 28 feet wide and shall provide a rounded curb; curve radii rather than a simple "x" cut driveway shall be provided. Vesting Tenative Map 1/46903 shall be revised to indicate a maximum of thirteen (13) units. The project shall meet all requirements of the Condominium Ordinance. a. Covenants, Conditions, and Restrictions in comp! iance with the Condominium Ordinance shall be submitted to the Planning Director for review and approval prior to the issuance of Building Permits. b. Proof of recordation of approved CC&R's shall be submitted to the Planning Director within six (6) months after City approval of the Final Map. c. Requirements of Section 7.2-6(G) shall be shown on structural plans and reviewed at the time of Building Department Plan Check. There shall be compliance with all requirements of the Public Works Department and Fire Department. The (3) copies of a landscaping plan shall indicate size, type and quantity of plant materials shall be submitted to the Planning Director for review and approval prior to the issuance of Building Permits. a. An automatic landscape sprinkler system shall be provided, and shall be shown on plans. Architectural treatment shall be as shown on submitted plans; any modification are subject to approval by the Planning Director: -2 - . -. . ~ /-':.. 1 2 3 4 a. Precise height shall be reviewed at the time of Building Plan Check, and plans shall be submitted to the satisfaction of the Building Director. b. • The entire driveway shal 1 be constructed with an aestheticly decorative material such as brick, pressed concrete or similar material reviewed and approved by the Planning Director. 5 11 7. Any satellite dish and/or similar equipment shall comply with the requirements of Section 1227 of the Zoning Ordinance. 6 7 8 9 10 11 12 13 14 15 16 17 8. 9. 10. 11. Conduit shall be installed in each unit for cable television. Automatic garage door openers shall be provided. An "Acceptance of Conditions" form shall be executed and submitted to the Planning Department prior to the issuance of Building Permits. The Conditional Use Permit shall be null and void one and a half years from the date of approval unless Building Permits have been obtained and approval of the Vesting Tentative Parcel Map shall become null and void twenty-four months from the date of approval unless the map is finaled. The applicant may apply in writing for an extension of time to the Planning Commission prior to the date of expiration.
