HomeMy WebLinkAboutPC Resolution 89-09• t, 1 --,,.. t 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 89-9 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT AMENDMENT AND PARKING PLAN AMENDMENT TO ALLOW THE OPENING OF THE DOOR ON BORDEN STREET DURING SPECIFIED HOURS AT 2420 PACIFIC COAST HIGHWAY, LEGALLY DESCRIBED AS THE SOUTHERLY 150' OF LOT 2, BLOCK 83, SECOND ADDITION TO HERMOSA BEACH AND APPROVAL OF A NEGATIVE DECLARATION. WHEREAS, the Planning Commission held a public hearing on January 3, 1989 to receive oral and written testimony regarding this matter and made the following Findings: A. On January 27, 1987, the City Council approved Resolution No. 87-5013 which amended a Conditional Use Permit for a proposed expansion to an existing church (Hope Chapel) at 2420 Pacific Coast Highway, a Parking Plan for off-site parking and a Negative Declaration; B. The Conditional Use Permit Amendment, Parking Plan and Negative Declaration were approved subject to a condition that the door on Borden Street would not be used as a general access door but for emergency purposes only and that panic hardware for said door would be provided limiting access for emergencies only; C. The applicant, located at 2420 Pacific Coast Highway (Hope Chapel) is requesting approval to allow the opening of the door on Borden Street during specific hours; D. The imposition of conditions of approval will mitigate any problems that may arise in conjunction with said use; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby approve a Conditional Use Permit Amendment and Parking Plan Amendment to allow the opening of the door on Borden Street at 2420 Pacific Coast Highway during specific hours subject to the conditions below and approve a Negative Declaration. -1 - r 1 2 3 4 5 6 7 8 g 10 11 12 1. 2. 3. 13 11 4. 14 15 16115. 17 18 19 6. 20 7. 21 8. 22 23 24 25 26 27 11 9. 28 The door along the opening on Borden Street shall be in place within 30 days of the approval of the Parking Plan and Conditional Use Permit Amendment: 40 keys shall be distributed to employees of Pacific Plaza and 10 keys to employees of Loomis and Eich for said door access. a. b. c. d. The keys shall be distributed with in thirty days of approval of this Parking Plan Amendment and Conditional Use Permit Amendment. Either entering or exiting through said door shall require use of a key. A non-copy key shall be required. The door shall not be used at any time by employees or the congregation of Hope Chapel. The door shall be used only during the specified hours of 7:00 A.M. to 6:30 P.M. Monday through Friday only, and shall be closed at all other times. a. The door shall be secured and inaccessible at all other times when not in use during specified times. Use of keys for the Borden Street door shall be implemented for a six month trial basis to determine feasibility. a. A report shall be provided to the Planning Commission following the six month trial period. The door shall be sealed if the proposed key program is determined to be unfeasible by the Planning Commission. The proposed development shall substantially conform to submitted plans allowing no encroachments or variances from applicable City Codes and subject to the following conditions. All architectural treatment shall be as previously approved. Parking shall be as shown and consist of a minimum of 250 parking spaces. a. b. An area for 10 motorcycles shall be provided. Covenants shall be recorded with the deeds for both of the deeded off-site parking areas at 2200 Pacific Coast Highway and also at the Lucky's market, 2510 Pacific Coast Highway, making the City a party thereto, and prohibiting the elimination of said off-site parking without City approval. A landscape plan indicating the type, quantity and size of all plant materials shall be submitted for review and approval by the Planning Director. b. Any modification or addition to the hours of church services and/or additional assembly type uses shall require prior approval by the Planning Director with appeal to the Planning Commission, or the function shall be limited to available parking on-site. Any signs shall require sign permit approval prior to installation. 15.
