RESOLUTION NO. RES-24-7459
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, PROVIDING LOCAL APPROVAL FOR THE LOCATION OF A
BLUE STAR MEMORIAL HIGHWAY MARKER ON A DESIGNATED BLUE STAR
MEMORIAL HIGHWAY AND FINDING THE SAME EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT
WHEREAS, the Blue Star Memorial Highway was projected by the National
Garden Clubs, Inc. as a living tribute to the men and women of the Nation's
Armed Forces;
WHEREAS, it is fitting and appropriate that further recognition be accorded
the services and sacrifices of our citizens so valiantly rendered; and
WHEREAS, this Blue Star Memorial Highway Marker is sponsored by the
Hermosa Beach Garden Club in cooperation with the Highway Commission; and
WHEREAS, because the location of the proposed Blue Star Memorial
Highway Marker is located on Pacific Coast Highway – which is under Caltrans
jurisdiction – the process requires a local resolution to express approval of the
installation and location of the proposed highway marker.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Hermosa Beach approves the
installation of an additional Blue Star Memorial Highway Marker in the City located
at the northwest corner of Greenwood Park more particularly described in Exhibit
“A” to this Resolution.
SECTION 2. Environmental Review. This Resolution expressing support and
approval of the location of the proposed Blue Star Memorial Highway Marker is
exempt from the California Environmental Quality Act pursuant to CEQA
Guidelines section 15303 as if approved by Caltrans, would be the
construction/installation of a new, small structure (i.e., the Memorial Highway

Marker). Further the location of the marker is such that no exceptions to the CEQA
exemption apply.
SECTION 3. This resolution takes effect immediately and that the City Clerk
shall certify to the passage and adoption of this resolution; shall cause the same
to be entered among the original resolutions of said City; and shall make a minute
of the passage and adoption thereof in the records of the proceedings of the
City Council of said City in the minutes of the meeting at which time same is
passed and adopted. Further this Resolution shall be to the Hermosa Beach
Garden Club and a copy of the same sent to the State Highway Commission and
Caltrans Highway Management as the City of Hermosa Beach’s support and
official petition for designation of the above-mentioned Blue Star Memorial
Highway Marker as part of The Blue Star Memorial Highway, for due consideration
and approval action by the California State Highway governance body.
PASSED, APPROVED, and ADOPTED on this 22nd day of October, 2024.

I, Myra Maravilla, City Clerk of the City of Hermosa Beach do hereby certify
that the above and foregoing Resolution No. RES-24-7459 was duly approved and
adopted by the City Council of said City at its regular meeting thereof held on the
22nd day of October 2024, and passed by the following vote:

JACKSON, and DETOY
