RESOLUTION NO. RES-24-7464
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, APPROVING THE FISCAL YEAR 2024–2025 COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, on August 22, 1974, the President of the United States signed into
law the Housing and Community Development Act of 1974 (Act); and
WHEREAS, the primary goals of Title I of the Act are the development of
viable urban communities by providing decent housing and a suitable living
environment, and expanding economic opportunities, principally for persons of
low and moderate income; and
WHEREAS, the City of Hermosa Beach contracts with the Los Angeles
County Development Authority for the disbursement of Community Development
Block Grant Funds through the Small Cities Program; and
WHEREAS, the City of Hermosa Beach received $69,398 in 2024–2025
Community Development Block Grant Funds and may receive an estimated
$69,000 in 2025-2026 CDBG Funds, for a potential total of $138,398 to construct
Americans with Disabilities Act (ADA) compliant curbs ramps that remove
architectural and material barriers for senior and disabled persons; and
WHEREAS, the City Council conducted a public hearing, with the required
prior noticing, to provide the public an opportunity to comment on the proposed
program in accordance with the program requirements for the 2024–2025
Community Development Block Grant Program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves the 2024–2025 Community
Development Block Grant (CDBG) Program for the proposed construction of ADA
compliant curb ramps and instructs staff to submit the necessary CDBG
documents and a copy of this resolution to the Los Angeles County Development
Authority.

SECTION 2. The City Council further approves allocating the City’s future
2025-2026 Community Development Block Grant funds in the amount of
approximately $69,000, and available after July 1, 2025, to the proposed
construction of ADA compliant curb ramps.
SECTION 3. The City Council authorizes the City Manager or designee to
execute all necessary contracts and agreements with the Los Angeles County
Development Authority, in order complete the proposed CDBG Program
changes which may be reviewed as necessary by the City Attorney.
SECTION 4 . The City Council further authorizes the City Manager or designee
to adjust the 2024–2025 CDBG Program and budget, as necessary, to consider
any changes in the CDBG allocation from the U.S. Department of Housing and
Urban Development, any amounts remaining unspent at the close of the
preceding fiscal year, and programmatic changes necessary to fulfill the
requirements of the CDBG Program.
SECTION 5. The action approved via this Resolutions is exempt from the
California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines
section 15061 (b)(3) which is the general rule that exempts certain actions from
CEQA review because it can be seen with certainty that there is no possibility that
the activities contemplated herein will have a significant effect on the
environment.
SECTION 6 . The City Clerk shall certify to the adoption of this Resolution
and thenceforth and thereafter the same shall be in full force and effect.

CALIFORNIA, APPROVING THE FISCAL YEAR 2024–2025 COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
I, Myra Maravilla, City Clerk of the City of Hermosa Beach do hereby certify
that the above and foregoing Resolution No. RES-24-7464 was duly approved and
adopted by the City Council of said City at its regular meeting thereof held on
the 12th day of November 2024 and passed by the following vote:
