HomeMy WebLinkAboutPC Resolution 89-362 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 89-36 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT, PARKING PLAN AND ENVIRONMENTAL NEGATIVE DECLARATION TO ALLOW THE ESTABLISHMENT OF AN AUTOMOBILE AGENCY (AUTO BROKERAGE) KNOWN AS A & H MOTORS AT 424 PACIFIC COAST HIGHWAY. WHEREAS, the Planning Commission held a public hearing on April 18, 1989 to receive oral and written testimony regarding an application for a Conditional Use Permit and Parking Plan to allow the establishment of an auto brokerage business at 424 Pacific Coast Highway, legally described as lot 22 Garden View Tract and made the following Findings: A. The proposed business will utilize an existing commercial building space and is similar to surrounding businesses in the vicinity and is therefore compatible with the surrounding businesses; B. The proposed parking plan provides for additional off-site parking to be leased from the City to mitigate the existing parking shortage for the existing commercial structure; C. No building expansion is proposed; D. Strict compliance with the conditions of approval will mitigate any negative impact resulting from the issuance of the conditional use permit. E. The proposed project is consistant with the General Plan; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California does hereby approve a Conditional Use Permit, Parking Plan and Environmental Negative Declaration to allow the establishment of an auto brokerage business at 424 Pacific Coast Highway, subject to the following conditions: 1. The leased parking area shall have signs posted on the four (4) leased spaces clearly indicating that these spaces shall be used for A & H Motors customers and employees only. 3. The installation, testing, or repair of car alarms shall be prohibited. 4. Bells, buzzers, or similar devices audible outdoors shall be prohibited. 5 . Any installation or repair work shall be limited to the hours between 8:00 A.M. and 6:00 P.M. Monday through Saturday. 7. A total of six (6) parking spaces shall be available for the exclusive use of A & H Motors, its employees, and its customers. The four (4) parking spaces located in parking lot G shall be continually leased for the life of the business or until such time another method of providing the additional 4 required parking spaces is approved by the Planning Commission. 8. The Sign Ordinance shall be strictly enforced. a. All signage in windows shall also be subject to and comply with the Hermosa Beach Sign Ordinance. 9. The establishment shall not adversely affect the welfare of residents, and/or commercial establishments nearby. 10. An employee who is aware of conditions of the conditional use permit shall be on the premises during business hours. a. The Planning Commission may review the conditional use permit and may amend the subject conditions or impose any new conditions if deemed necessary to mitigate detrimental effects on the neighborhood resulting from the subject use.
