RESOLUTION P.C. 89-70
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, APPROVING A REQUEST OF EXCEPTION FROM THE
MORATORIUM ON THE ISSUANCE OF BUILDING PERMITS IN THE COMMERCIAL
CORRIDOR TO ALLOW THE CONSTRUCTION OF A RETAIL BUILDING AT 524
PACIFIC COAST HIGHWAY LEGALLY DESCRIBED AS LOTS 3 AND 4 TRACT NO.
294
WHEREAS, the Planning Commission held a public hearing on
September 19, 1989 to receive oral and written testimony
regarding a request for construction of a retail building in the
Commercial Corridor moratorium area and made the following
Findings:
A. The applicant is proposing to demolish an existing one-story
commercial building containing retail and automotive uses and
replace it with a one-story retail building with parking in
the front;
B. The proposed development is conforms with the development
standards of the C-1 zone pertaining to height and setbacks,
as required by the moratorium Ordinance No. 1004 Section
1 (d);
C. The proposed structure is consistent with the policies
regarding development in the Commercial Corridor as contained
in Resolution No. 89-5270 because of its low height,
provision of landscaping, and architectural character which
is compatible with surrounding buildings;
D. Allowing this exception to the Commercial Corridor moratorium
will not defeat the purpose of the study of the corridor, and
will be consistent with the anticipated zoning standards to
be applied in the Commercial Corridor;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
of the City of Hermosa Beach, California does hereby approve a
request to allow the issuance of building permits for the

construction of a retail building in the Commercial Corridor
subject to the following conditions:
1. The proposed development shall be in substantial conformance
with submitted plans; any modification shall be submitted to
the Planning Director for approval
2. Three (3) copies of revised site plans shall be submitted to
the Planning Director for review and approval prior to the
submittal of working drawings for Plan Check addressing the
following:
(a) The head of the two parking stalls located along the
right side of the entrance into the site shal 1 be
oriented towards the west rather than towards the south.
(b) 11 V11 shaped planter boxes shall be provided in between
parking stalls located along the north property line.
(c) The trash dumpster gate shall be of a solid material to
block visibility of the dumpster. A chain link gate is
not acceptable.
(d) Decorative brick shall be used around the planter areas,
and along the sidewalk.
3. Three (3) copies of a landscaping plan indicating size, type,
and quantity of plant materials shall be submitted to the
Planning Director for review and approval prior to the
issuance of building permits:
(a) Trees of a substantial size shall be provided.
(a) An automatic landscape sprinkler system shal 1 be
provided and shown on plans.
4. All signage shall be uniform in size and shall be internally
illuminated.
