A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, APPROVING A PARKING PLAN FOR 1310 PACIFIC
COAST HIGHWAY TO ALLOW SHARED PARKING TO ALLOW THE OPERATION OF
MARTIAL ARTS STUDIO, LEGALLY DESCRIBED AS LOTS 1 AND 2 HERMOSA
KNOB HILL TRACT AND LOTS 1 AND 4 TRACY TRACT.
WHEREAS, the Planning Commission held a public hearing on
October 17, 1989 to receive oral and written testimony regarding
an application for a Parking Plan and made the following
findings:
A. The proposed Martial Arts Studio will operate as a private
training facility for individuals during the daytime and will
have group classes only at night after 7:00 P.M.;
B . The proposed use will be able to utilize all of the parking
for the office/retail building at night during its highest
demand and will not impact the parking during the daytime;
C. The proposed use is a unique training facility, offering
group classed of a limited size, and therefore, the existing
parking can support the activity;
D. Strict compliance with the conditions of approval will
mitigate any negative impact resulting from the issuance of
the Parking Plan;
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission
of the City of Hermosa Beach, California, does hereby approve a
Parking Plan to allow a shared parking arrangement for a Martial
Arts Studio at 1310 Pacific Coast Hi ghway subject to the
following conditions:
1. Group classes, limited to 15 students maximum, shall be
conducted only between the hours of 7:00 P.M. and 10:00 P.M.
Monday through Friday, and butween 8:00 A.M. and 9:00 P.M. on
weekends. There shall be a minimum 15 minute break between
classes.
2. Between 8:00 A.M. and 7:00 P.M., Monday through Friday, any
training/teaching shall be limited to private lessons
involving no more than one (1) teacher and one (1) student.

3. The establishment shall not adversely affect the welfare of
residents, and/or commercial establishments nearby.
4. The business shall provide adequate management and
supervisory techniques to prevent boisterous activities of
the patrons outside the business or in the immediate area.
5. An employee who is aware of the conditions of this Parking
Plan shall be on the premises during business hours.
6 . Any violation of the conditions and/or violation
Hermosa Beach Municipal Code shall be grounds

7. The Planning Commission may review the Parking Plan and may
amend the subject conditions or impose any new
conditions if deemed necessary to mitigate detrimental
effects on the neighborhood resulting from the subject use.
8. The property owner and/or management shall prohibit any
extension of operational hours of the existing businesses
without prior approval of the Planning Director.
9. No new businesses shall be approved for operation at the
subject location without prior review and approval of the
Planning Director.
10. Conflict in regard to the shared parking arrangement approved
by this Parking Plan between the existing businesses and
future proposed businesses shall be strictly prohibited.
11. An "Acceptance of Conditions" form shall be signed by the
Property owner, Property manager, and the business owners
prior to this Parking Plan becoming effective.
