Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of October 17, 1989 minutes 4. Approval of (a) Resolution P.C. 89-17 recommending amending the zoning or­ dinance regarding the exceptions to the maximum height al­ lowed and adoption of a Environmental Negative Declaration. (b) Resolution P.C. 89-77 approving a Parking Plan for 1310 Pacific Coast Highway to allow shared parking to allow the operation of martial arts studio. (c) Resolution P.C. 89-78 approving a Conditional Use Permit and Tentative Parcel Map #21493 for a 2-unit condominium at 840 15th Street. (d) Resolution P.C. 89-81 denying an amendment to Conditional Use Permit to reduce the required front yard setback at 612 10th Street. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit and Vesting Tentative Parcel Map #21370 for a 3-unit condominium at 515 8th Street (continued from Sep­ tember 19 and October 3, 1989 meetings). Recommended Action: To approve the Conditional Use Permit and Vesting Tentative Parcel Map. 7. Master Conditional Use Permit for expansion of E & E Auto Body Shop and for all the automotive uses at 505 & 555 Pacific Coast Highway and adoption of the Environmental Negative Declaration (continued from August 15 and October 3, 1989 meetings). Recommended Action: To approve the Master Conditional Use Per­ mit and adopt the Environmental Negative Declaration. -1 - " 8. Variance to encroach into the 17' garage setback and adoption of the Environmental Negative Declaration at 3133 The Strand. Recommended Action: To deny the variance. 9. Certification of the Draft Environmental Impact Report for the proposed oil exploration and production facility at the City Yard, 555 6th Street, and at the South School, 425 Valley Drive (continued from July 17 and September 19, 1989 meetings). Recommended Action: To finalize public input and continue to March 6, 1990 meeting. 10. Text amendment to General Plan and zoning ordinance to permit oil and gas drilling and production when allowed by a vote of the people (continued from September 19, 1989 meeting). Recommended Action: To finalize public input and continue to March 6, 1990 meeting. 11. Conditional Use Permit for oil exploration and production at the City Yard, 555 6th Street, and at the South School, 425 Valley Drive (continued from September 19, 1989 meeting).
