Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of January 3 & January 17, 1989 minutes 4. Approval of (a) Resolution P.C. 89-6 recommending deleting a portion of sec­ tion 551 of the zoning ordinance regarding zero side yard setbacks within R-2B zones. (b) Resolution P.C. 89-7 approving a Conditional Use Permit amendment to add a glass roof over the outdoor patio area at 1100 The Strand, Scotty's. (c) Resolution P.C. 89-8 approving a Coditional Use Permit for a professional office building in a R-P zone at 1200 Artesia Boulevard & Environmental Negative Declaration. (d) Resolution P.C. 89-10 recommending approval of the grading plan for an 8-lot subdivision, Tentative Tract Map #30986. (e) Resolution P.C. 89-11 amending a Conditional Use Permit for live entertainment in conjunction with the operation of a bar at 211 Pacific Coast Highway, Hermosa Saloon. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public bearing on the agenda may do so at this time. Section III Public Bearings 6. Conditional Use Permit and Tentative Parcel Map #20323 for a 4- unit condominium at 834-840 Monterey Boulevard. Recommended Action: To approve the Conditional Use Permit and Tentative Parcel Map. 7. Conditional Use Permit and Tentative Tract Map #47230 for a 5- unit condominium at 228 Ardmore Avenue and 615 Second Street. Recommended Action: To deny the Conditional Use Permit and Ten­ tative Tract Map. -1 - 8. Variance to add third story and maintain existing nonconforming setbacks and adoption of an Environmental Negative Declaration at 623 Monterey Boulevard. Recommended Action: To deny the variance. 9. Reconsideration of a variance to not provide guest parking space and adoption of the Environmental Negative Declaration at 1139 Sixth Street. Recommended Action: To deny the variance. Section IV Hearings 10. Interpretation of Section 1302 regarding a non-conforming residential use in C-2 zone at 45 14th Street (continued from 1/17/89 meeting). Recommended Action: To deny the proposed development and ap­ prove policy statement. 11. Special study regarding Open Space permitted use list review. Recommended Action: To set for public hearing. 12. First uarter General Plan amendments: a To redesignate and rezone from Medium Density, R-2, to General Commercial, C-3, at 1107 Pacific Coast Highway (Lot 4, Block 1, Tract 6851 only). b) To redesignate from Low Density to High Density for area 6. c) To redesignate from Low Density to Medium Density for area 10. d) To redesignate from General Commercial to Low Density and High Density for area 12. e) To study repealing Specific Plan Area amendment and zoning ·for privately owned portion of the "Biltmore Site" (con­ tinued from 1/17/89 meeting). Recommended Action: To set for public hearings. Section V 13. Staff Items a. Letter from and response to Mr. Richard Sullivan. b. Planning Department activity report for December 1988. c. Memorandum regarding Planning Commission liaison for 2/14/ 1989 City Council meeting. d. City Council minutes of December 13 & 19, 1988 and January 10, 1989. e.
