Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of January 3, 1989 minutes 4. Approval of (a) Resolution P.C. 89-1 approving a Parking Plan amendment at 2306 Pacific Coast Highway to allow the opening of the door on Borden Street during specific hours at 2420 Pacific Coast Highway & Environmental Negative Declaration. (b) Resolution P.C. 89-2 approving a Conditional Use Permit, Parking Plan & Environmental Negative Declaration to con­ struct a new restaurant with drive-thru service (El Pollo Loco) at 1107 Pacific Coast Highway. (c) Resolution P.C. 89-3 recommending approval of a zone change from M-1 & Open Space to R-2 & Environmental Negative Decla­ ration for a 13-unit condominium at 603 1st Street. (d) Resolution P.C. 89-4 approving a Conditional Use Permit, Vesting Tentative Tract Map #46903 & Environmental Negative Declaration for a 13-unit condominium at 603 1st Street. (e) Resolution P.C. 89-5 approving Parking Plan, Conditional Use Permit Amendment & Environmental Negative Declaration to allow the expansion of existing restaurant at 934 Hermosa Avenue, La Traviata. (f) Resolution P.C. 89-9 approving a Conditional Use Permit amendment & Parking Plan amendment to allow the opening of the door on Borden Street during specific hours at 2420 Pacific Coast Highway & Environmental Negative Declaration. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit for an office building in R-P zone & adoption of an Environmental Negative Declaration at 1200 Arte­ sia Boulevard. Recommended Action: To approve the Conditional Use Permit & Environmental Negative Declaration. 7. Amendment to the Conditional Use Permit to allow a glass roof instead of a canvas roof at 1100 The Strand, Scotty's. Recommended Action: To approve the amendment to the Conditional Use Permit. 8. Review of the Conditional Use Permit to allow live entertainment in conjunction with the operation of a bar at 211 Pacific Coast Highway, Hermosa Saloon. Recommended Action: To receive and file. 9. Text amendment & Environmental Negative Declaration to eliminate zero lot line in R-2B zone. Recommended Action: To recommend adoption of the text amendment & approval of the Environmental Negative Declaration. Section IV Hearings 10. Review of a grading plan for Power Street subdivision, Tract No. 30986. Recommended Action: To reconfigure the subdivision layout and/ or create less lots. 11. Interpretation of Section 1302 regarding a non-conforming residential use in C-2 zone at 45 14th Street. Recommended Action: To deny the proposed development and ap­ prove policy statement. 12. Special study of repeal of Biltmore Specific Plan Area. Recommended Action: To direct staff to revise Spicific Plan Area. Section V 13. Staff Items a. City Council/Planning Commission Workshop. b. Memorandum regarding Planning Commission liaison for 1/24/ 1989 City Council meeting. c. Tentative future Planning Commission agenda items. d. City Council minutes of December 13, 1988. e.
