Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of July 17 & 18, 1989 minutes 4. Approval of (a) Resolution P.C. 89-53 denying a variance to allow encroach­ ment into the required garage setback at 1928 Monterey Boulevard. (b) Resolution P.C. 89-54 approving a Conditional Use Permit & Environmental Negative Declaration to allow the sale of beer and wine at 142 Pacific Coast Highway, The Pitcher House. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Bearings 6. Conditional Use Permit and Tentative Parcel Map #21160 for a 2- unit condominium at 333 Tenth Street. Recommended Action: To continue the project until revised plans submitted. 7. Conditional Use Permit and Vesting Tentative Parcel Map #21279 for a 2-unit condominium at 1038 Seventh Street. Recommended Action: To approve the Conditional Use Permit and Vesting Tentative Parcel Map. 8. Text amendment regarding nonconforming uses and structures and adoption of the Environmental Negative Declaration (continued from June 6 & 20, 1989 meetings). Recommended Action: To recommend approval of said text amend­ ment and adoption of the Environmental Negative Declaration. -1 - 9. Zone change for the residential portion of the northwest quad­ rant of Multi-use Corridor and adoption of the Environmental Negative Declaration: a) From C-3 to Specific Plan Area (R-2 with a density limit of 18 units an acre and 40% maximum lot coverage) for the north side of 21st Street, 115 to 220 feet west of Pacific Coast Highway. b) From R-1 to R-lA for the north side of 21st Street, 220 to 290 feet west of Pacific Coast Highway. c) From C-3 to R-3 for the vacant property on the west side of Pacific Coast Highway across from its intersection with 19th Street. Recommended Action: To recommend approval of said zone changes and adoption of the Environmental Negative Declaration. Section IV Hearings 10. Conditional Use Permit amendment, revised plans & Vesting Ten­ tative Tract Map #46903 for a 11-unit condominium at 603 First Street. Recommended Action: To approve the amendment of the Condition­ al Use Permit, revised plans & Vesting Tentative Tract Map. 11. Conditional Use Permit amendment, revised plans & Vesting Ten­ tative Tract Map #46826 for a 10-unit condominium at 540 First Street. Recommended Action: To approve the amendment of the Condition­ al Use Permit, revised plans & Vesting Tentative Tract Map. 12. Third Quarter General Plan Amendment: a) Area 10 (location generally from the City Limit to the south between Barney Court and Meyer Court, and rear of lots fronting on 2nd Street to the north): To either re­ main R-2B zoning with Genera1l Plan amended from Low Density (LD) to Medium Density (MD) or change to R-1 zoning to be consistent with the General Plan. b) Varies areas for General Plan/zoning consistencies. Recommended Action: To set for public hearings. Section V 13. Staff Items a. Memorandum to City Council regarding automatic vacancies on city commission. b. Planning Department activity report for June, 1989. c. Memorandum regarding Planning Commission liaison for August 8, 1989 City Council meeting. d. City Council minutes of July 11, 1989. 14.
