Approval of (a) Resolution P.C. 89-48 denying a variance and parking plan to allow a second story office addition providing less than required off-street parking at 415 Pier Avenue. (b) Resolution P.C. 89-64 recommending amending the zoning map by changing the zone for the southeast & southwest quadrants of the Multi-Use Corridor and Environmental Negative Declaration. (c) Resolution P.C. 89-65 approving a Conditional Use Permit for off-sale alcohol and Environmental Negative Declaration at 240 Pier Avenue, Abe's Liquor. (d) Resolution p.C. 89-66 recommending amending the General Plan or zoning map by changing the designation or zoning for Area 10, and Areas A-F & Environmental Negative Declaration. (e) Resolution P.C. 89-67 approving a Conditional Use Permit & Vesting Tentative Parcel Map #21325 for a 3-unit condominium at 1301 Cypress Avenue . (f) Resolution P .C. 89-68 approving a lot 1 ine adjustme-nt at 1137 10th Street. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit and Vesting Tentative Parcel Map #21305 for a 2-unit condominium at 634 1st Street. Recommended Action: To approve the Conditional Use Permit and Vesting Tentative Parcel Map. -1 - 7. Conditional Use Permit and Vesting Tentative Parcel Map #21370 for a 3-unit condominium at 515 8th Street. Recommended Action: To continue the matter until revised plans submitted. 8. To recommend certification of the Draft Environmental Impact Report for the proposed oil exploration and production facility at the City Yard, 555 6th Street, and at the South School, 425 Valley Drive (continued from July 17, 1989 meeting). Recommended Action: To continue to a date certain. 9. Text amendment to permit oil and gas drilling and production when allowed by a vote of the people. Recommended Action: To continue to a date certain. 10. Conditional Use Permit for oil exploration and production at the City Yard, 555 6th Street, and at the South School, 425 Valley Drive. Recommended Action: To continue to a date certain. 11. Text amendment to add gymnasium to permitted use list in C-2 zone and adoption of the Environmental Negative Declaration. Recommended Action: To recommend approval of said text amend­ ment and adoption of the Environmental Negative Declaration. Section IV Hearings 12. Proposed retail building construction located within the commer­ cial corridor moratorium area at 524 Pacific Coast Highway. Recommended Action: To approve said construction subject to the conditions. Section V 13. Staff Items a. Memorandum regarding Planning Commission inspection of com­ pleted projects. b. Memorandum regarding renoticing of continued Planning Com­ mission items. c. Memorandum regarding Planning Commission liaison for Septem­ ber 26, 1989 City Council meeting. d.
