Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of September 19, 1989 minutes 4. Approval of (a) Resolution P.C. 89-64 recommending amending the zoning map by changing the zone for the southeast & southwest quadrants of the Multi-Use Corridor and Environmental Negative Declaration. (b) Resolution P.C. 89-65 approving a Conditional Use Permit for off-sale alcohol and Environmental Negative Declaration at 240 Pier Avenue, Abe's Liquor. (c) Resolution P.C. 89-69 approving a Conditional Use Permit and Vesting Tentative Parcel Map #21305 for a 2-unit condominium at 634 1st Street. (d) Resolution P.C. 89-70 approving a retail building construc­ tion located within the commercial corridor moratorium area at 524 Pacific Coat Highway. (e) Resolution P.C. 89-71 recommending amending the zoning or­ dinance to add gymnasium/health and fitness center as a per­ mitted use in the C-2 zone & Environmental negative Declaration. Section II Communications 5. Anyone wishing to addre:ss the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit for off-sale alcohol at 2455 Pacific Coast Highway, International Liquor, and adoption of the En­ vironmental Negative Declaration (continued from August 15, 1989 meeting). Recommended Action: To approve the Conditional Use Permit and Environmental Negative Declaration. -1 - 7. Conditional Use Permit and Vesting Tentative Parcel Map #21370 for a 3-unit condominium at 515 8th Street (continued from Sep­ tember 19, 1989 meeting). Recommended Action: To approve the Conditional Use Permit and Vesting Tentative Parcel Map. 8. Conditional Use Permit and Vesting Tentative Parcel Map #21471 for a 3-unit condominium at 1101 Valley Drive. Recommended Action: To approve the Conditional Use Permit and Vesting Tentative Parcel Map. 9. Conditional Use Permit amendment, variance and Parking Plan to allow an addition of an aluminum awning for cars and deletion of parking at 1000 Pacific Coast Highway, Hermosa Car Wash, and adoption of the Environmental Negative Declaration. Recommended Action: To deny the Conditional Use Permit amend­ ment, variance and Parking Plan. 10. Conditional Use Fermi t and Environmental Negative Declaration for outdoor seating, and to be a snack shop to serve sandwiches at 517 Pier Avenue, The Peppermint Cafe and Bakery. Recommended Action: To approve the Conditional Use Permit & adopt a Environmental Negative Declaration for outdoor seating but deny serving sandwiches. 11. Draft Circulation, Transportation and Parking Element of the General Plan. Recommended Action: To continue subject matter to November 21, 1989 meeting. Section IV 12. Staff Items a. Memorandum regarding continuance of the Master Conditional Use Permit at 555 Pacific Coast Highway. b. Letter from and response to Mr. and Mrs. Spangberg. c. Memorandum regarding Planning Commission meeting dates. d. Letter regarding appeal of variance denial at 415 Pier Avenue. e. Planning Department activity report of August, 1989. f.
