Appeal of Staff Environmental Review Committee Approval of a Negative Declaration for a 6-Unit Apartment Project at 933 -6th Street. Recommended Action: To deny the Appeal of Negative Declaration. 7. Text Amendments to Article 10, Section 10-8, Numbers (2) & (4) Regarding Sale of Gasoline in Conjunction with Alcohol, and Hourly Parking Limitation for Off-Sale Liquor Establishments. Recommended Action: (2) "Alcohol sales shall be prohibited at any establishment selling gasoline." (4) "Clearly visible signs pro hi biting loitering, 1 i tter­ ing, consumption of alcohol on the premises and limit­ ing the parking period to two (2) hours shall be posted in conspicuous locations." 8. Text Amendment Regarding Definition of an Urban "Block". Recommended Action: To define as follows: 1. Block: Contiguous, parallel lots facing a common street on both sides of said street between intersect­ ing and/or intercepting streets, or between a street and a railroad right-of-way, terminus, dead-end street, or City boundary. 2. Block (relating to Lot merger): Contiguous parallel lots facing a common street on both sides of said street except where residential zoned lots do not ex­ ist, or are not within the City limits, and said lots are between intersecting and/or intercepting streets or between a street and a railroad right-of-way, terminus, dead-end street or City boundary. Section IV 9. Staff Items Memorandum from Planning Director regarding Planning Department Workload and Staff Time available for various activities. Memo from Staff regarding Agenda items from Planning for February City Council meetings to determine if P.C. Liaison should be designated. 10.
