Approval of Resolution P.C. 87-54 approving a Conditional Use Permit & an Environmental Negative Declaration for fortune tell­ ing at 600 P.C.H.; Resolution P.C. 87-61 recommending a zone change from R-2, C-Potential to C-3 & an Environmental Negative Declaration for property at 720-8th St.; Resolution P.C. 87-62 recommending a Precise Plan for property at 720-8th St.; Resolu­ tion P.C. 87-63 approving a Conditional Use Permit & Tentative Parcel Map #18989 for 3 condominiums at 1452 Loma Dr.; Resolu­ tion P.C. 87-66 approving 2 dwelling units as the legal use property at 626 & 626 1/2 The Strand; Resolution P.C. 87-67 ap­ proving 2 dwelling units as the legal use at 734 & 734 1/2 Bay­ view Dr.; and P.C. Policy Statement 87-3 interpreting usable Open Space. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit & Tentative Parcel Map #19098 for 2 con­ dominiums at 3518 The Strand. Recommended Action: To approve the Conditional Use Permit & Tentative Parcel Map. 7. Variance & an Environmental Negative Declaration to allow 2 bal­ conies of a single family residence to encroach into front yard setback, & also into public right-of-way at 2000 The Strand. Recommended Action: To continue this matter to an unspecified date. -1 - 8. 9. 10. Text Amendment to Zoning Ordinance & Environmental Negative Dec­ laration regarding definition of "restaurant" & "snack bar, Con­ ditional Use Permit required" (continued from 11/4/87 meeting). Recommended Action: To recommend adoption of said Text Amend­ ment and approval of Environmental Negative Declaration. Text Amendment to Zoning Ordinance & an Environmental Negative Declaration to add "brewpub restaurant" to C-2 Zone Permitted Use List. Recommended Action: To recommend adoption of Text Amendment & approval of Environmental Negative Declaration. Text Amendment to Zoning Ordinance & an Environmental Negative Declaration to add "Mini-storage, personal" to C-2 Zone Permit­ ted Use List. Recommended Action: To continue this matter until current study by L.A. County is completed. Section IV Hearings 11. Interpretation of where to place "sink" approved in Resolution P.C. 87-45 granting a Variance at 30-17th St. Recommended Action: To allow only 1 sink, as approved in Resolution P.C. 87-45, in studio area. 12. Special Study 87-25 & proposed Policy Statement regarding ex­ piration of Conditional Use Permits (continued from 11/4/87 meeting). Recommended Action: To adopt Policy Statement 87-2 and to di­ rect Staff to study vesting maps in conjunction with Special Study of Precise Development Plan. Section V 13. Staff Items -Memo from Staff re: Conditional Use Permit Enforcement & copy of letter sent to Casey's Isuzu at 840 P.C.H. -City Council Minutes 14. Commissioner Items 15. Adjournment -2 -
