Approval of Resolution P.C. 87-59 approving adding mini-storage, personal to M-Zone & Environmental Negative Declaration; Resolu­ tion P.C. 87-59(a) approving adding a Caretaker unit subject to a Conditional Use Permit in M-Zone; Resolution P.C. 87-60 ap­ proving a Conditional Use Permit & Tentative Parcel Map #19033 for a 3-unit condominium project at 1078 Monterey Boulevard; Resolution P.C. 87-64 recommending permitting recycling facili­ ties in various zones & requiring a Conditional Use Permit for certain facilties, and approving an Environmental Negative Declaration. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Legal determination of 2 dwelling units at 626 & 626 1/2 The Strand. Recommended Action: To determine the property to be legal for 2 units subject to correction of unlawful gas line connection serving 626 1/2 The Strand. 7. Legal determination of 2 dwelling units at 734 & 734 1/2 Bayview Drive. Recommended Action: To determine the property to be legal for 2 dwelling units. ~-Conditional Use Permit and Environmental Negative Declaration for fortune telling at 600 Pacific Coast Highway (continued from 9/15/87 Meeting). Recommended Action: To approved the Conditional Use Permit & Environmental Negative Declaration. -1 - ,; 9. Conditional Use Permit & Tentative Parcel Map #18989 for 3-unit condominium project at 1452 Loma Drive (continued from 10/20/87 Meeting). Recommended Action: To continue to a specified date. 10. Zone Change from R-2, C-Potential to C-3, General Commercial or to such other zone as deemed appropriate by the Planning Commis­ sion & Precise Plan for property at 720 -8th Street, and En­ vironmental Negative Declaration (continued from 10/20/87 Meeting). Recommended Action: To recommend approving the zone change from R-2, C-Potential to C-3, General Commercial & Precise Plan, and Environmental Negative Declaration. 11. Text Amendment to Zoning Ordinance & Environmental Negative Dec­ laration regarding definition of "restaurant", "snack bar" (Con'd i tional Use Permit required). Recommended Action: To recommend adoption of said Text Amend­ ment and approval of Environmental Negative Declaration. Section IV Hearings 12. Interpretation regarding architectural projections. Recommended Action: To interpret Section 1209 to clarify "simi­ lar architectural features" & provided guidelines for their use, or refer to Planning Staff for text amendments to various sec­ tions allowing projections into required yards. 13. Special Study 87-25 & proposed text amendment regarding expira­ tion of Conditional Use Permits. Recommended Action: To adopt Policy Statement 87-2 and to di­ rect Staff to study vesting maps in conjunction with Special Study of Precise Development Plan. 14. 4th Quarter General Plan Amendment notification regarding addi­ tional west lane on P.C.H. Recommended Action: To amend Policy Statement 3 of Transporta­ tion & Circulation Element to create a third driving lane along west side of P.C.H. from 3:00 -7:00 p.m. instead of from 4:15 - 6:15p.m., to amend morning hours to read 7:00 -9:00 a.m. & to require a focused E.I.R. prior to resolution of this matter. Section V 15. Staff Items -Memo from Staff regarding November City Council Agenda Items that may be determined to require a Planning Commission Liaison. -Copy of article printed in L.A. Times October 25, 1987 and written response by Planning Director and City Mayor. -City Council Minutes 16. Commissioner Items 17. Adjournment -2 -
