Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of September 6, 1988 Minutes (The minutes will not be available until October 4, 1988 meeting). 4. Approval of (a) Resolution P.C. 88-71 denying a variance to allow balconies to encroach into the required front yard setback area at 2000 The Strand. (b) Resolution P.C. 88-74 approving a Conditional Use Permit amendment to relocate an outside dining area & parking spaces, and to add a small office at 1100 The Strand, Scot­ ty's & adotp the Environmental Negative Declaration. (c) Resolution P.C. 88-76 recommending amending the General Paln Map by changing the zone for areas 9B, 7 & 9C & adopt an Environmantal Negative Declaration. (d) Resolution P.C. 88-77 approving a Conditional Use Permit & Tentative Parcel Map #19790 for a 4 unit condo at 1415 - 1423 Manhattan Avenue. (e) Resolution P.C. 88-78 approving a variance to allow a garage to encroach into the requried 17' setback & Environmental Negative Declaration at 222 24th Street. (f) Resolution P.C. 88-80 approving an amendment to the Condi­ tional Use Permit for beer & wine and outside dining & Nega­ tive Declaration in conjunction with the operation of Mar­ tha's Restaurant at 23-25 22nd Street. (g) Resolution P.C. 88-81 approving a variance to the parking standards in conjunction with the expansion of the seating capacity of Martha's Restaurant at 23-25 22nd St & Negative Declaration. Section II CoDDDunications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. -1 - Section III Public Hearings 6. Conditional Use Permit & Tentative Parcel Map #20077 for a 3 unit condominium project at 835 15th Street (continued from 9/6/ 1988 meeting). Recommended Action: To approve the Conditional Use Permit & Tentative Parcel Map. 7. Conditional Use Permit & Tentative Parcel Map #19969 for a 2 unit condominium project at 918 7th Street. Recommended Action: To continue the public hearing. 8. Resubdivision of a 2 unit Planned Unit Development & an Environ­ mental Negative Declaration at 228 -234 29th Street. Recommended Action: To approve said resubdivision & Environmen­ tal Negative Declaration. 9. Rezone of area 2D from R-2 to R-lA or to such other zone as deemed appropriate by Planning Commission & adopt an Environmen­ tal Negative Declaration. Recommended Action: To recommend approval of said rezoning & adoption of the Environmental Negative Declaration. Section IV Hearings 10. Hearing of determination for lot merger group L.M. 88-7. Recommended Action: To merge the lots. 11. Special study to consider an Amortization Period for businesses currently operating without a Conditional Use Permit. Section V 12. Staff Items a. Planning Department monthly activity report. b. Memorandum regarding Planning Commission liaison for 9/13/ 1988 City Council meeting. c. Tentative future Planning Commission agenda items. d.
