Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of August 16, 1988 Minutes. 4. Approval of (a) Resolution P.C. 88-69 recommending rezoning of area 3 from R-2 to R-2B & adoption of the Environmental Negative Declaration. (b) Resolution P.C. 88-70 approving a Conditional Use Permit & Vesting Tentative Parcel Map #19844 for a 2 unit condo at 238 Ardmore Avenue, aka 602 3rd Street. (c) Resolution P.C. 88-72 approving the parking plan & adopting the Environmental Negative Declaration at 832 Hermosa Avenue. (d) Resolution P.C. 88-75 intent to study amending the General Plan & rezoning the area located on the west side of Myrtle Avenue between 24th Street & 25th Street. Section II Communications 5. Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Conditional Use Permit & Tentative Parcel Map #19790 for a 4 unit condominium project at 1415 -1423 Manhattan Avenue. Recommended Action: To approve the Conditional Use Permit & Tentative Parcel Map. 7. Conditional Use Permit & Tentative Parcel Map #20077 for a 3 unit condominium project at 835 15th Street. Recommended Action: To continue the public hearing. -1 - I ... 8. Conditional Use Permit amendment to the hours of services of alcohol and parking variance to increase seating capacities & adopt an Environmental Negative Declaration at 23 -25 22nd Street, Martha's. Recommended Action: To approve the amendment to existing Condi­ tional Use Permit, deny the parking variance & adopt the En­ vironmental Negative Declaration. 9. Variance to provide a 3' garage setback rather than the required 17' & adopt an Environmental Negative Declaration at 222 24th STreet. Recommended Action: To approved the variance & adopt the En­ vironmental Negative Declaration. 10. Variance to allow balconies to encroach into the required front yard setback area & adoption of an Environmental Negative Decla­ ration at 2000 The Strand (continued from 11/17/1987 & 8/16/1988 meeting). Recommended Action: To deny the variance. 11. Amendment to Conditional Use Permit to relocate open dining area & parking spaces, and to add a small office at 1100 The Strand, Scotty's (continued from 8/16/1988 meeting). Recommended Action: To approve the amendment to existing Condi­ tional Use Permit. 12. Third quarter General Plan amendment -redesignating areas 9B & 7 from Low Density to Medium Density & area 9C from Low Density to High Density. Recommended Action: To approve resolution recommending adoption of amendments. Section IV 13. Staff Items a. Memorandum regarding Planning Commission liaison for 9/13/ 1988 City Council meeting. b.
