Note: No Smoking is allowed in the Council Chambers Section I 1. Pledge of Allegiance 2. Roll Call 3. Approval of July 5, 1988 Minutes. 4. Approval of (a) Resolution P.C. 88-54 approving a Conditional Use Permit & Tentative Parcel Map #19637 for a 2 unit condominium at 637 Manhattan Avenue. (b) Resolution P.C. 88-56 approving a Conditional Use Permit & Tentative Parcel Map #19760 for a 2 unit condominium at 625 10th Street. (c) Resolution P.C. 88-57 approving a variance to allow garage to encroach into the 17' parking setback & Environmental Negative Declaration at 2426 Manhattan Avenue. (d) Resolution P.C. 88-58 recommending approval of a text amend­ ment to amend Specific Plan Area for Biltmore Site Ordinance 84-751. Section II Communications 5 . Anyone wishing to address the Commission regarding a matter not related to a public hearing on the agenda may do so at this time. Section III Public Hearings 6. Variance to Section 1157c to allow garage to encroach into the 17' parking setback at 20 4th Street & adopt an Environmental Negative Declaration (continued from 6/21/1988 meeting). Recommended Action: To approve the variance & adopt the En­ vironmental Negative Declaration. 7. Conditional Use Permit & Vesting Tentative Parcel Map #19512 for a 2 unit condominium project at 1021 Loma Drive. Recommended Action: To approve the Conditional Use Permit & Vesting Tentative Parcel Map. 8. Conditional Use Permit & Tentative Parcel Map #19594 for a 3 unit condominium project at 521 11th Street. Recommended Action: To approve the Conditional Use Permit & Tentative Parcel Map. -1 - 9 . Conditional Use Permit to allow elementary school & adopt an Environmental Negative Declaration at 1800 Prospect Avenue, Her­ mosa View School Site. Recommended Action: To approve the Conditional Use Permit & adopt the Environmental Negative Declaration. 10. Conditional Use Permit and variance to allow sale of beer & wine within 100' of residential uses & adopt an Environmental Nega­ tive Declaration at 1325 Hermosa Avenue, 7 -Eleven Store. Recommended Action: To deny the Conditional Use Permit & variance. 11. Rezone of area 8 from R-2 to R-1 or to such other zone as deemed appropriate by Planning Commission & adopt an Environmental Negative Declaration. Recommended Action: To recommend approval of said rezoning & adopt the Environmental Negative Declaration. 12. Conditional Use Permit & Tentative Parcel Map #19728 for a 3 unit condominium project at 845 15th Street (continued from 7/5/ 1988 meeting). Recommended Action: To approve the Conditional Use Permit & Tentative Parcel Map. Section IV Hearings 13. Request of interpretation of architectural projections within the 17' garage setback at 905 15th Place. 14. Hearing of determination for lot merger group L.M. 88-5 (con­ tinued from 6/21/1988 & 7/5/1988 meeting) & L.M. 88-6. Recommended Action: To merge the lots. 15. Study of view blockage & height measurement method (continued from 7/5/1988 meeting). Recommended Action: To direct staff to bring back text amendment. Section V 16. Staff Items a. Memorandum regarding pending legislation concerning housing and growth control. b. Memorandum regarding Planning Commission liaison for 7/26/ 1988 City Council meeting. c.
