HomeMy WebLinkAboutPC Resolution 84-141 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 84-14 A RESOLUTION OF THE PLANNING COMMISSION RECOMMENDING THE VACATION OF 15TH STREET FROM A POINT 156.64 FEET WEST OF PACIFIC COAST HIGH­ WAY TO A POINT 556.64-FEET WEST OF PACIFIC COAST HIGHWAY. WHEREAS, the Planning Commission held a public hearing on May 15, 1984; and WHEREAS, the Planning Commission has reviewed the vacation of 15th Street as described in the titie, and being requested pursuant to a neighborhood shopping center development; and WHEREAS, the Planning Commission finds the vacation of the street to be in conformance with General Plan in the following manner: (1) (2) The Circulation Element "suggests closure of some local streets to help create superblock functions, Streets intersecting Hermosa Avenue and Pacific Coast Highway should be reviewed individually as possible closures." Fifteenth Street is a local street intersecting Pacific Coast Highway. The Economic Element states that "there has been an effort to divert thru-traffic from penetrating residental neighborhoods." This development is located in the Multi-Use corridor and both residential and commercial uses may be found here. By vacating 15th Street, the development will be encapsulating the shopping and entertainment activities and directing traffic flow to streets more capable of handling traffic flow: namely Pacific Coast Highway, Pier Avenue, 16th Street, and Ardmore A venue. WHEREAS, the eastern quarter of Fifteenth Street will remain open to allow access to the existing businesses. The development project will contain more on-site parking than is required (32% more: 554 spaces planned/420 spaces required). Hence, 15th Street wiil be needed for neither circulation nor parking. NOW, THEREFORE, be it resolved that the Planning Commission recommends to the City Council to vacate 15th Street from a point 156.64 feet west of Pacific Coast Highway to a point 556.64-feet west of Pacific Coast Highway.
