C 84-20 ( B ) A RESOLUTION OF THE PLANNING CO:MMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA RECOMMENDING ZONING AND GENERAL PLAN .AMEND1vIBNTS FOR THE PROPERTY OTHERWISE KNOWN AS SOUTH SCHOOL. 2 WHEREAS, The Planning Commission of the City of Hermosa Beach has considered 3 the declining enrollment in the Hermosa Beach School District and its 4 detrimental effect on School District operations and the well-being of the 5 comm.unity; and 6 WHEREAS, the present open space element of the General Plan assumes all 7 possible steps will be taken to preserve open space recreation land without 8 causing detriment to the education system; and 9 WHEREAS, zoning does not and cannot prohibit private use of Hermosa Beach 10 School District property; and 11 WHEREAS, if the Mello-Roos November ballot measure fails, the City will not 12 have the financial means by which to purchase this site: and 13 WHEREAS, a public hearing was held on August 27. 1984; 14 NOW, THEREFORE, the Planning Commission of the City of Hermosa Beach does 15 hereby recommend the following changes to the zoning and General Plan 16 designations at South School '. 17 18 19 20 21 22 23 24 25 26 27 28 Section 1. Section 2. Section J. Section 4. ///Ill To rezone the unzoned portion of South School which fronts on Monterey and the portion of land west of Loma Drive (which is currently zoned Open Space) to an R-3: Planned Development designation (as per the Attachment). To amend the General Plan from the school designation to high density for the approximately 1.99 acres indicated above. To limit development of this site to 70 units. To condition the above two changes on the failure of the Mello-Roos measure. In the event that the Mello-Roos ballot measure fails, this ordinance will take effect; i~ the Mello-Roos ballot measure passes, this ordinance will be rendered invalid. ,___,.- 1 VOTE; 2 3 4 5 AYES: NOES: ABSENT: Comms.
