HomeMy WebLinkAboutPC Resolution 90-422 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 90-42 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT AND TENTATIVE PARCEL MAP 4122184 FOR A 2-UNIT CONDOMINIUM AT 126 MANHATTAN AVENUE (AKA 160 MANHATTAN AVENUE) LEGALLY DESCRIBED AS LOT 4, TRACT 1123 WHEREAS, the Planning Commission held public hearings on June 5, and June 19, 1990 to receive oral and written testimony regarding an application for a Conditional Use Permit at 126 Manhattan Avenue and made the following findings: A. The map is consistent with applicable general and specific plans; B. The site is zoned R-2B and is suitable for the type and density of the proposed development; C . The development shall pose no threat to the public safety and welfare; D. The subdivision or type of improvements are not likely to cause serious public health problems; E. The subdivision or type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision; F. Design of the proposed subdivision is compatible and cons is tent with applicable elements of the City's General Plan; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby approve a Conditional Use Permit and Tentative Parcel Map 4122184 for a 2-unit condominium project at 126 Manhattan Avenue subject to the following conditions: 1. The proposed development shall be in substantial conformance with submitted plans, as revised in accordance with the conditions of this resolution. 2. The project shall meet all requirements of the Condominium Ordinance. -1 - 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 a. Covenants, Conditions, and restrictions in compliance with the Condominium Ordinance shall be submitted to the Planning Director for review and approval prior to the issuance of a Building Permit. b. Proof of recordation of approved CC&R's shall be submitted to the Planning Director within six (6) months after City approval of the Final Map. c. Requirements of Section 7.2-6(g) structural plans and reviewed at Department Plan Check. shall be shown on the time of Building 3. There shall be compliance with all requirements of the Public Works Department and Fire Department. 4. Three (3) copies of a revised landscaping plan indicating size, type, and quantity of plant materials shall be submitted to the Planning Director for review and approval prior to the issuance of a Building Permit. a. An automatic landscape sprinkler system shall be provided, and shall be shown on plans. 5. Architectural treatment shall be as shown on building elevations and any modification shall require approval by the Planning Director. a. Precise height shall be reviewed at the time of Building Plan Check, and plans shall be submitted to the satisfaction of the Building Director. 6. Any satellite dish and/or similar equipment shall comply with the requirements of Section 1227 of the Zoning Ordinance. 7. Conduit shall be installed in each unit for cable television. 8. Automatic roll-up garage doors shall be provided. 9. The address of each condominium unit shall be conspicuously displayed on the front street side of the building with externally or internally lit numbers; the location and specific details shall be provided on the revised plans. a. The street name "Manhattan Avenue" shall be displayed with the address number for the unit facing the alley. 10. The curb cut on Manhattan Avenue shall result in the elimination of only one (1) on-street parking space. 11. The Final Map shall be recorded prior to the issuance of building permits unless the Directors of the Planning Department and the Building Department give prior approval. 12. Two (2) copies of revised plans including site, elevation, and floor plans shall be submitted for review and approval by the Planning Director prior to the issuance of any Building Permit: -2 - 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 a. Plans shall clearly indicate that the m1n1mum amount of enclosed storage space of 200 cubic feet is available to each unit, at least 100 cubic feet of which is accessible to the ground level. 13. An "Acceptance of Conditions" form shall be executed and submitted to the Planning Department prior to the issuance of the Building Permits. 14. The Conditional Use Permit shall be null and void two years from the date of approval unless Building Permits have been obtained and approval of the Tentative Parcel Map shall become nul 1 and void twenty-four months from the date of approval unless the final map is finaled. The applicant may apply in writing for an extension of time to the Planning Commission prior to the date of expiration.
