A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, DENYING A REQUEST FOR A CONDITIONAL USE PERMIT
FOR ON-SALE BEER AND WINE IN CONJUNCTION WITH AN EXISTING
RESTAURANT AT 1433 HERMOSA AVENUE LEGALLY DESCRIBED AS LOTS 15,
16, 17 AND 18, BLOCK 15, HERMOSA BEACH TRACT
WHEREAS, the Planning Commission held public hearings on July 17,
September 4, and September 18, 1990, to receive oral and written
testimony regarding .a Conditional Use Permit request and made the
following findings:
A. The applicant is proposing to sell beer and wine in
conjunction with the operation of an existing restaurant;
B. The subject business is located in the downtown area of the
City which is already saturated with alcohol dispensing
establishments which results in problems of noise, public
drunkenness, rowdiness, and loitering, thereby placing a
burden on the police department to control these problems;
C. An additional alcohol establishment would exacerbate the
problems related to the over concentration of alcohol
establishments in the downtown;
D. Adding the sale of beer and wine to the existing use will
intensify the use which is currently nonconforming to parking
standards and intensify the use of a parking lot which is
immediately adjacent to residential buildings and for which
there is not adequate room for a buffer;
E. Approval of this request would not be in the best interests
of the citizens of Hermosa Beach;

F. Each of the above findings separately forms the basis for
denial of the request;
NOW, THEREFORE, the Planning Commission of the City of
Hermosa Beach, California does hereby deny a Conditional Use
Permit for the sale of beer and wine in conj unction with an
existing restaurant at 1433 Hermosa Avenue.
