A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT, AND
PARKING PLAN TO ALLOW A HEALTH AND FITNESS FACILITY (WEIGHT
TRAINING) , AND ADOPTION OF A MITIGATED ENVIRONMENTAL NEGATIVE
DECLARATION, AT 1106 HERMOSA AVENUE, LEGALLY DESCRIBED AS LOT 7,
BLOCK 35, FIRST ADDITION TO HERMOSA BEACH.
WHEREAS, the Planning Commission held a public hearing on August
7, 1990, to receive oral and written testimony regarding a
Conditional Use Permit and Parking Plan request to operate a
health and fitneis facility (weight training) and made the
following findings:
A. The proposed weight training business will be for individual
weight training only, no group classes or group training will
be provided, and no expansion of the building is proposed;
B. The proposed hours of operation, and the anticipated peak
demand for use of the facility generally is opposite from the
peak parking demand periods in the surrounding area;
C. The proposed use will be oriented to a local clientele, and
inside bicycle parking will be provided, which will encourage
patrons walking or riding bicycles to utilize the facility;
D. The proposed use is appropriate for the subject area and will
be compatible with surrounding uses;
E. Strict compliance with the conditions of approval will
mitigate any negative impact resulting from the issuance of
the Conditional Use Permit and Parking Plan:
NOW, THEREFORE, the City of Hermosa Beach, California does
hereby approve a Conditional Use Permit and Parking Plan, to
allow a health and fitness facility (weight training) and
adoption of a mitigated environmental negative declaration, at
1106 Hermosa Avenue, subject to the following conditions:

1. The hours of operation of the facility shall be limited to
between 5:30 A.M. and 11:00 P.M.
2. Bicycle parking shall be provided in the form of bike racks
located inside the building.
3. The area behind the building adjacent to the alley shall be
improved and paved to provide the maximum number of parking
stalls with a minimum 18-foot depth. Access shall be
available from the rear of the building to encourage the use
of these parking stalls. The improved area for 5 parking
spaces shall be provided by June 3, 1991.
4. The business shall utilize the VPD validation system to allow
customers to park in the public parking lots for the duration
of their use of the business without paying the parking fee.
5. Employees shall park off-site in either the public parking
lot, or at other off-site public parking lots. Street
parking is prohibited for employees.
6. Group weight training classes of two or more students, or
weight lifting competitions are prohibited.
7. A maximum of 2400 square feet of the building may be used for
operational weight training equipment, and associated
bathrooms, showers and office(s). The remaining 800 square
foot portion of the building shall be set aside for the
display of merchandise and equipment for retail sales, and
for the reception/entry area.
8. The establishment shall not adversely affect the welfare of
residents, and/or commercial establishments nearby.
9. The management shal 1 provide adequate management and
supervisory techniques to prevent boisterous activities of
the patrons outside the business, especially in the alley
behind the business, or in the immediate area.
10. The exterior of the premises shall be maintained in a neat
and clean manner at all time.
11. All signs shall comply with the City Sign Ordinance.
12. Prior to the conditional use permit being in effect, the
applicant shall submit to the planning department, a signed
and notarized "Acceptance of Conditions" form.
13. A conditional use permit shall be recorded with the deed, and
proof of recordation shall be submitted with the planning
department.
14. The Planning Commission may review the Conditional Use Permit
and Parking Plan and may amend the subject conditions or
impose any new conditions if deemed necessary to mitigate

detrimental effects on the neighborhood resulting from the
subject use.
