HomeMy WebLinkAboutPC Resolution 90-1022 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 90-102 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A PRECISE DEVELOPMENT PLAN FOR A TWO-STORY, 13,675 SQUARE FOOT, RETAIL BUILDING, AND ADOPTION OF AN ENVIRONMENTAL NEGATIVE DECLARATION AT 1414 PACIFIC COAST HIGHWAY AND LEGALLY DESCRIBED AS LOTS 28, 29 AND 30, HEFFNER, FIORINI AND ALLEN TRACT WHEREAS, the Planning Commission held a public hearing on November 20, 1990, to receive oral and written testimony regarding a Precise Development Plan for a two-story retail building at 1414 Pacific Coast Highway and made the following findings: A. The project is consistent with applicable general and specific plans; B. The site is zoned Specific Plan Area No. 8 and is suitable for the type and density of the proposed development; C. The development, as conditioned below, will pose no threat to the public safety and welfare; D. Design of the proposed project is compatible and consistent with applicable elements of the City's General Plan and with the guidelines of Specific Plan Area No. 8; E. The proposed project, with the incorporation of mitigating conditions below, will not cause direct or indirect significant environmental impacts. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby approve a Precise Development Plan at 1414 Pacific Coast Highway, and adopts an Envir onmental Negative Declaration, subject to the following conditions: 1. The proposed development shall be in substantial conformance with submitted plans. Any minor modification shall be reviewed and approved by the Planning Director. -1 - i 2 3 4 5 6 7 8 9 iO 11 i2 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2. A maximum six foot high decorative block wall shall be provided along the easterly property line, with the finished size and type of material to be approved by the Planning Director. 3. Three (3) copies of a revised landscaping plan indicating size, type, and quantity of plant materials shall be submitted to the Planning Director for review and approval prior to the issuance of Building Permits. a. An automatic landscape irrigation system shall be provided, and shall be shown on plans. b. The proposed landscaping along the east property line shall be supplemented with a variety of shrubs and small trees to increase the density of the vegetation, and shall be depicted in conjunction with a decorative property line wall, subject to the approval of the Planning Director. A minimum of one 24-inch or 15 gallon size specimen tree shall be provided for every 10 feet of length. 4. Architectural treatment shall be as shown on building elevations and any modification shall require approval by the Planning Director. a. Precise height shall be reviewed at the time of Building Plan Check, and plans shall be submitted to the satisfaction of the Building Director. 5. Any satellite dish and/or similar equipment shall comply with the requirements of Section 1227 of the Zoning Ordinance. 6. Access to the parking area shall be closed after the close of business. 7. Three (3) copies of revised plans including site, elevation, and floor plans shall be submitted for review and approval by the Planning Director prior to the issuance of any Building Permit. a. b. Plans shall be revised to conform with Section 1207 of the zoning ordinance pertaining to vision clearance on corner lots, by keeping a triangular area, measured with ten foot legs, at the northwest corner of the lot clear from obstructions between 3 feet and 8 feet high. A revised lighting plan shall be submitted which clearly demonstrates that the glare from all lighting fixtures in the upper level parking area will be effectively hidden from the view of the residential area to the east. This shall be accomplished by locating th fixtures below the level of the property line wall orb hiding the lights in a manner satisfactory to th Planning Director. -2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 8. All signs shall conform with the submitted typical sign plan and sign criteria, and the channel letters shall be a maximum of 24" high. Any signs facing eastward towards the residential area shall not be illuminated 9. A sign shall be provided which clearly indicates to vehicles traveling on Pacific Coast Highway that parking is available behind the building via 15th Street. 10. A "NO RIGHT TURN" sign shall be prominently displayed at both exits onto 15th Street. 11. An "Acceptance of Conditions" form shall be executed and submitted to the Planning Department prior to the issuance of the Building Permits. 12. The Precise Development Plan shall be null and void two years from the date of approval unless Building Permits have been obtained. The applicant may apply in writing for an extension of time to the Planning Commission prior to the date of expiration.
