HomeMy WebLinkAboutPC Resolution 90-032 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION P.C. 90-3 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT AND A VESTING TENTATIVE PARCEL MAP NO. 21824 FOR A 3-UNIT CONDOMINIUM PROJECT AT 425 11TH STREET, DESCRIBED AS LOT 17, BLOCK 1, HISS' SECOND ADDITION TO HERMOSA BEACH WHEREAS, the Planning Commission held a public hearing on January 3, 1990, to receive oral and written testimony regarding an application for a Conditional Use Permit at 425 11th Street and made the following findings: A. The map is consistent with applicable general and specific plans; B . The site is zoned R-3 and is suitable for the type and density of the proposed development; C . The development shall pose no threat to the public safety and welfare; D. The subdivision or type of improvements are not likely to cause serious public health problems; E. The subdivision or type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision; F. Design of the proposed subdivision is compatible and consistent with applicable elements of the City's General Plan; G. The project will conform to all zoning and condominium criteria and as conditioned will be compatible with adjacent residential properties; NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Hermosa Beach, California, does hereby approve a Conditional Use Permit and Vesting Tentative Parcel Map -1 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1/21824 for a 3-uni t condominium project at 425 11th Street subject to the following conditions: 1. The proposed development shall be in substantial conformance with submitted plans. 2. The project shall meet all requirements of the Condominium Ordinance. a. Covenants, Conditions, and restrictions in compliance with the Condominium Ordinance shall be submitted to the Planning Director for review and approval prior to the issuance of Building Permit. b. Proof of recordation of approved CC&R's shall be submitted to the Planning Director within six (6) months after City approval of the Final Map. c. Requirements of Section 7.2-6(g) structural plans and reviewed at Department Plan Check. shall be shown on the time of Building 3. Nine (9) copies of the final map shall be submitted for review by the City Council. Building permits shall not be issued for the project until the final map is approved by the City Council. 4. There shall be compliance with all requirements of the Public Works Department and Fire Department. 5. Three (3) copies of a landscaping plan indicating size, type, and quantity of plant materials shall be submitted to the Planning Director for review and approval prior to the issuance of Building Permit. a. An automatic landscape sprinkler system shall be provided, and shall be shown on plans. b. A comparable specimen size tree to the tree being removed shall be provided on the landscaping plan to the satisfaction of the Planning Director. 6. Architectural treatment shall be as shown on building elevations and any modification shall require approval by the Planning Director. a. Precise height shall be reviewed at the time of Building Plan Check, and plans shall be submitted to the satisfaction of the Building Director. 7. Any satellite dish and/or similar equipment shall comply with the requirements of Section 1227 of the Zoning Ordinance. 8. Automatic garage doors shall be provided, and the garage door facing the street shall be a roll-up garage door. 10. The address of each condominium unit shall be conspicuously displayed on the front street side of the bui !ding with externally or internally lit numbers. 11. Two (2) copies of revised plans including site, elevation, and floor plans shall be submitted for review and approval by the Planning Director prior to the issuance of any Building Permit: a. A minimum six (6) foot wide side yard shall be provided on the west side of the side where the entrances of the units face. 12. An "Acceptance of Conditions" form shall be executed and submitted to the Planning Department prior to the issuance of the Building Permits. 13. The Conditional Use Permit shall be null and void one and one-half years from the date of approval unless Building Permits have been obtained and approval of the Vesting Tentative Parcel Map shall become null and void twenty-four months from the date of approval unless the final map is finaled. The applicant may apply in writing for an extension of time to the Planning Commission prior to the date of expiration.
