A RESOLUTION OF THE CITY COUNCIL OF HERMOSA BEACH,
3 CALIFORNIA, IN OPPOSITION TO THE DIRTY ENERGY
4 PROPOSITION.

6 WHEREAS, out -of state oil companies are spending millions to push Proposition 23, a
7 deceptive ballot proposition that will kill California energy and our pollution control standards;
g and
9 WHEREAS, the oil companies claim Proposition 23 will only "suspend" AB 32's
io pollution and health regulations until California's economy gets better, but the truth is their
i i proposition will kill California's clean air standards by prohibiting them from being enforced
12 unless the state's unemployment rate drops to a fixed level that has rarely ever been achieved; and,
13 WHEREAS, air pollution is a major threat to public health in California, with
14 skyrocketing rates of asthma and lung disease, especially among children and Proposition 23 will
15 let polluters off the hook — increasing air pollution and public health risks; and,
16 WHEREAS, Proposition 23 would also destroy California's newly emerging clean energy
17 businesses that have flourished because of California clean energy and clean air laws; and,
is WHEREAS, since 2005, California green jobs have grown ten times faster than the
19 statewide average California's clean technology sector received $2.1 billion in investment capital
20 in 2009 — more than five times the investment in the nearest competitor — and is generating tens of
21 thousands of jobs; and,
22 WHEREAS, Proposition 23 would halt dynamic growth in clean energy businesses,
23 resulting in the loss of tens of thousands of jobs and billions of dollars in economic growth; and,
24 WHEREAS, by killing competition from clean energy producers, this position would
25 strengthen addiction to dirty oil, which will result in rising prices for consumers and a continued
26 drain on our economy.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA formally opposes Proposition 23.
BE IT FURTHER RESOLVED, the City of Hermosa Beach, California, authorizes the
listing of the City of Hermosa Beach, California, in opposition to Proposition 23 and instructs staff
to fax a copy of this resolution to campaign offices at (916) 442-3510.
PASSED, APPROVED and ADOPTED this 10th day of August 2010.
