HomeMy WebLinkAboutRES 13-6862 (SEA LEVEL RISE)1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 13-6862 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, TO PARTICIPATE AS CO - APPLICANT IN THE LOS ANGELES REGION'S JOINT APPLICATION UNDER THE LOCAL COASTAL PROGRAM SEA LEVEL RISE ADAPTATION GRANT PROGRAM SECTION 1. On April 22, 2013, the California Coastal Commission, the California Ocean Protection Council, and the Coastal Conservancy announced the availability of grants to encourage local governments and other entities responsible for planning under the California Coastal Act to develop and adopt updated plans that conserve and protect coastal resources from future impacts from sea level rise and related climate change impacts such as extreme weather events. The Notice of Funding Availability requires applications to be submitted by July 15, 2013. SECTION 2. Sea level rise in Southern California is expected to match global projections over the next century, with an increase of five to nine inches between 2000 and 2050, and fifteen to thirty inches between 2000 and 2100. Climate researchers believe storms will affect the West Coast more powerfully because sea level rise will exacerbate impacts from wave run-up and storm surge, causing more erosion and more extensive and frequent flooding. SECTION 3. In coastal Los Angeles County, numerous separate jurisdictions comprise a system of incorporated cities, unincorporated county -managed facilities and resources, and state -managed parks and beaches. Although the municipal authorities themselves are independent entities, actions taken by any single one will have effects on others. Addressing climate change issues in a regional context builds opportunities for cooperative and mutually beneficial planning while taking advantage of economies of scale in training, information acquisition and scientific guidance. SECTION 4. In response to the Local Coastal Program Sea Level Rise Adaptation Grant Program Announcement, the Los Angeles region is proposing a two -phased approach to Page 1 of 2 13-6862 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 24 25 26 27 28 address sea level rise impacts and integrate climate mitigation and adaptation efforts into local plans. The first phase, covered under this initial grant application submitted on behalf of the region, is to: 1. Provide for scientific information acquisition where the regional scale is more appropriate and where gains can be made in economies of scale; and 2. Provide opportunities to significantly build capacity in the region through training and information -sharing in areas including climate science and sea level rise projections, adaptation strategies and options, modeling and tools, vulnerability assessments and methods, and others. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DOES HEREBY authorize the Community Development Department to participate in a joint application for the Local Coastal Program Sea Level Rise Adaptation Grant Program Announcement exceeding $250,000 to perform a regional assessment and mapping of the Los Angeles County coastline, and to provide training and outreach on climate science, sea level rise, vulnerability assessments and methods, adaptation strategies, and modeling and tools.
