I. CALL TO ORDER
The City Council Regular Meeting of the City of Hermosa Beach met via a hybrid meeting
held on May 10, 2022, pursuant to Executive Order AB 361 issued by Governor Gavin
Newsom on September 16, 2021. The Closed Session meeting was called to order by
Mayor Detoy at 5:00 p.m.
II. ROLL CALL
Present: Mayor Detoy, Mayor Pro Tem Jackson, Councilmembers Campbell, and
Armato.
Councilmember Massey was excused late.
Absent: None.

a. 22-0294 MINUTES: Approval of minutes of Closed Session held on April 26, 2022.

I. CALL TO ORDER
The City Council Regular Meeting of the City of Hermosa Beach met via a hybrid
meeting held on May 10, 2022, pursuant to Executive Order AB 361 issued by Governor
Gavin Newsom on September 16, 2021. The Regular meeting was called to order by
Mayor Detoy at 6:42 p.m.
II. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Jessica Accamando, President of Chamber of
Commerce.
III. ROLL CALL
Present: Mayor Detoy, Mayor Pro Tem Jackson, Councilmembers Campbell,
Armato, and Massey.
Absent: None
City Clerk Maravilla announced a quorum.
IV. CLOSED SESSION REPORT

Assistant City Attorney, Patrick Donegan, reported out of Closed Session and stated
regarding Agenda Item B, City Council voted unanimously to approve the settlement for
$20,000 and regarding Agenda Item C, there was no reportable action.

V. ANNOUNCEMENTS - UPCOMING CITY EVENTS
Mayor Detoy stated the City is accepting nominations for 2023 Surfers Walk of Fame
Inductees and to submit a nomination through hermosabeach.gov/surferswalkoffame.
The nomination period closes September 15, 2023.
Also, he announced the Mental Health Awareness Month in May and the Mayors of the
three Beach Cities are partnering with Beach Cities Health District on the Kindness
Counts Campaig. Everyone can share their kindness story at bchd.org/kindnesscounts.

VIII. CITY MANAGER REPORT
Suja Lowenthal, stated the cannabis industry initiative and the City’s options will be
discussed at the City Council’s Regular Meeting on May 24th.
Also, the City transitioned to a new platform for the municipal codes called Encode Plus.
The Hermosa Beach Municipal Code can be accessed under the “Our Government” quick
links on the City’s website.
The City Manager also provided a brief summary regarding public comments and the
streamlined service which better serve residents. The City is updated its process for
receiving and publishing eComments and written communications. eComments, or
comments on items published on the agenda, can be submitted via SpeakUp Hermosa!
or by emailing the City Clerk by 3 p.m. on the day of the Council meeting. All comments
submitted by the deadline will be uploaded to the agenda packet before the Council
meeting. Written communications, which apply to topics not on the agenda but within the
City's jurisdiction, must be submitted by noon one week before the meeting to be included
in the published agenda packet. The public is invited to continue to participate in the
meeting via Zoom, phone, or in-person. More information is available on the Agendas
and Minutes page on the City’s website.
Also, the City Manager announced the upcoming vacancy on the Civil Service Board and
encouraged residents review our website to learn more about the Civil Service Board.
Applications will be accepted until 6 p.m. on Wednesday, June 29th.
The City’s recruitment team continues to attract and hire the best possible City Staff and
internally promote our high-achieving team members. Since July 2021, Hermosa Beach
has hired 12 new team members, including the newest Hermosa Beach Police Officer,
David Honda. It was announced 10 of the team members were successful in achieving
promotions within the City.
The City Manager also announced last week was both Municipal Clerk’s Week and Public
Service Recognition Week. May 15th marks the start of National Police Week and Public
Works Appreciation week.
And lastly, the City Manager recognized the contributions of all City staff at the All-Hands
meeting last Thursday, with special appearances from Mayor Mike Detoy; Parks and
Recreation Commission Chair Barbara Ellman and Vice Chair Traci Horowitz; Public
Works Commissioners Janice Brittain, Kathy Dunbabin, and David Grethen.

X. CITY COUNCILMEMBER COMMENTS
a. 22-0291 UPDATES FROM CITY COUNCIL AD HOC SUBCOMMITTEES AND
STANDING COMMITTEE DELEGATES/ALTERNATES
Mayor Pro Tem Jackson stated he attended the Southern California Association of
Governments and gave a brief summary of his attendance at the conference.
Councilmember Massey stated the importance of accurate information and the use of the
City’s website as a resource. He also gave a brief summary of the Cannabis initiative,
and the City Attorney’s contract.
Councilmember Campbell announced the Economic Development Committee completed
its last meeting and on June 14, 2022, they will bring the work of the committee and seek
to approve the comprehensive plan.
Mayor Detoy thanked staff and was excited to have the work from the Economic
Development Committee to be presented to the City Council.

authorize the Mayor to sign letters of support on behalf of the City regarding
Assembly Bill 2074 providing incentives for micromobility and Assembly Bill
2432 allowing creation of a neighborhood electric vehicle transportation
plan; and to submit the letters to key legislators and local stakeholders.

HERMOSAS
Councilmember Massey made comments regarding the Coastal Act and potentially
adding a clause into the agreement.

MOTION: Councilmember Massey moved, seconded by Councilmember Campbell to Approve the proposed fourth amendment with the Hermosa Beach Chamber of Commerce and Visitors Bureau to allow for set-up of the Memorial Day 2022 event activities in the Community Center parking lot and on the beach on the south side of the Pier to begin the Thursday prior to the
event and tear-down to conclude the Tuesday following the event; and with future requests for additional set-up and tear-down days at the sole

discretion of the City; and Authorize the Mayor to execute and the City Clerk
to attest the fourth amendment subject to approval by the City Attorney and direct staff to include in their negotiations for subsequent agreement with the chamber regarding Fiesta Hermosa to discuss whether or not there should be a provision in the agreement that requires the chamber to comply
with the Coastal Act and gearing out its obligations under the agreement

approve the Parks and Recreation Advisory Commission’s
recommendation to include the following additional Impact Level III Special
Events on the 2022 Special Event Calendar: Asher’s Bash and Rainbow
Dash to Cure Childhood Cancer on Saturday, June 18 on the Greenbelt
between Gould Avenue and Pier Avenue and at Valley Park subject to the
conditions imposed by the Parks, Recreation and Community Resources
Advisory Commission; and Jersey Mike's USLA National Lifeguard and
Junior Lifeguard Championship on Monday, August 8 through Sunday,
August 14, in and out of the water north of the Pier with removal of the beach
tennis courts.

Approve the proposed second amendment to an agreement with John L.
Hunter and Associates, Inc. for project management/coordination in
implementing the Municipal Stormwater (MS4) Permit to extend the contract
by two years, through June 30, 2024, and extend the annual compensation
amount of $114,989 resulting in a total amended contract term of five years
and a total not-to-exceed amount of $574,945; and authorize the Mayor to
execute and the City Clerk to attest the attached second amendment
subject to approval by the City Attorney.

c. REPORT 22-0297 APPROVAL OF A LETTER SUPPORTING SOUTH BAY
REGIONAL HOUSING TRUST LEGISLATION AND BUDGET REQUEST.

MOTION: Councilmember Massey moved to authorize the Mayor to sign a letter of
support on behalf of the City regarding the South Bay Cities Council of
Government South Bay Regional Housing Trust Legislation and Budget
Requests and to submit the letter the key legislators and local stakeholders,
seconded by Councilmember Armato, with an amendment for the letter to
state City of Hermosa Beach would be willing to participate knowing there
is no obligation to participate and Senator Ben Allen Assembly Member Al
Muratsuchi would like to know if at this time that we had an inclination we
would want to join and to include them into the letter.
Councilmember Massey accepted the amendment.

d. REPORT APPROVAL OF A LETTER SUPPORTING SOUTH BAY 22-0297 AWARD A CONTRACT FOR STORM DRAIN CATCH BASIN

MAINTENANCE SERVICES TO RON’S MAINTENANCE INC. Joe SanClemente, Public Works Director, presented the staff report.

There were no public comments for this item. MOTION: Councilmember Armato moved, seconded by Councilmember Campbell to
award a contract for storm drain catch basin maintenance services to Ron's
Maintenance, Inc. in the amount of $173,351 over four years beginning July
1, 2022 and ending June 30, 2026 with an option to extend for an additional
year; and authorize the Director of Public Works to establish a $10,000 per
year project contingency for a total amount of $40,000; and lastly, authorize
the Mayor to execute and the City Clerk to attest the proposed agreement
subject to approval by the City Attorney.

SERVICES CONTRACT TO EMPIRE PIPE CLEANING AND EQUIPMENT, INC.

MOTION: Councilmember Armato moved, seconded by Councilmember Campbell to
award a contract for sanitary sewer hydro-flushing and video inspection
maintenance services to Empire Pipe Cleaning and Equipment, Inc. in the
amount of $793,490 over four years beginning July 1, 2022 and ending June
30, 2026 with an option to extend for one additional year; and authorize the
Director of Public Works to establish a $10,000 per year project contingency
for a total amount of $40,000; and authorize the Mayor to execute and the
City Clerk to attest the contract subject to the approval of the City Attorney.

possible waiver fees, and any information about historical designations in Hermosa
Beach.
