CALL TO ORDER Mayor Detoy called to order the Open Session meeting to order at 6:22 p.m. II. PLEDGE OF ALLEGIANCE The Pledge of Allegience was led by Public Works Superintendent John Cordova. III. ROLL CALL Mayor Detoy, Mayor Pro Tempore Jackson, Councilmember Armato, Councilmember Campbell, and Councilmember Massey Present:5 - Absent:0 City Clerk Maravilla announced a quorum. IV. CLOSED SESSION REPORT City Attorney Michael Jenkins provided the Closed Session Report and stated no reportable action was taken. The Closed Session Report was amended under Item V. Announcements. V. ANNOUNCEMENTS - UPCOMING CITY EVENTS Mayor Detoy thanked the volunteers who attended the August Mayor's Event, encouraged residents to join the Coastal Cleanup Day on September 17, and announced the Paper Shredding and Compost Giveaway Event on September 24. City Attorney Jenkins amended the Closed Session Report and disclosed the City Council voted to opt out of the class action settlement related to Closed Session item "b" with dissenting votes from Mayor Pro Tem Jackson and Mayor Detoy. Motion carried by a 3-2 vote. VI. APPROVAL OF AGENDA A motion was made by Councilmember Armato, seconded by Councilmember Massey to approve the order of the agenda. Mr. Wilcosky provided comments. TheCity Council and City Manager Suja Lowenthal provided comments and thanked him for his years of service. b)22-0533 RECOGNIZING JIM LIGHT AND SOUTH BAY PARKLAND CONSERVANCY FOR THEIR WORK TO RESTORE BUTTERFLY NATIVE HABITAT ON THE GREENBELT Public Works Director SanClemente provided a summary about the South Bay Parkland Conservancy. President Jim Light and Director of Conservation Jacob Varvarigos gave and update about the South Bay Parkland Conservancy restoration along the Greenbelt. The Council provided comments. c)22-0525 UPDATE ON SKECHERS DESIGN CENTER PROJECT Tim Ball, Vice President of Commercial Development, and Chris DeHaven, Project Director, provided an update on the Skechers project. d)22-0526 PROCLAMATION DECLARING SEPTEMBER 20, 2022 NATIONAL VOTER REGISTRATION DAY Mayor Detoy read a proclamation for National Registration Day into the record. VIII. CITY MANAGER REPORT City Manager Lowenthal provided a brief overview of the Cooling Center, Pipeline Repair and Outdoor Watering Prohibition, the Housing Initiative Court, Dog Licenses, the volunteer opportunities at the Historical Society, and the Public Works Commission Vacancies, a hiring update was provided and the Emergency Management Coordinator Brandy Villanueva was recognized for her time serving the Hermosa Beach community. City Attorney Jenkins clarified the City Council's opposition to the industry-sponsored cannabis initiative appearing on the November 8, 2022 ballot. Councilmember Massey provided comments. A motion was made by Councilmember Massey, seconded by Councilmember Armato to waive the full second reading and adopt by title an Ordinance of the City of Hermosa Beach, California, adding Chapter 5.80 of the Hermosa Beach Municipal Code relating to cannabis delivery into the City and amending Section 1.10.040 to add that violations of Chapter 5.80 are subject to administrative penalty procedures; and direct staff to print and publish the summary ordinance in a newspaper of general circulation within 15 days following adoption and post it on the city's bulletin for 30 days.
