I. CALL TO ORDER
Mayor Detoy called the Open Session meeting to order at 6:18 p.m.
II. PLEDGE OF ALLEGIANCE
Jim Fasola, City Delegate to the Los Angeles County West Vector &
Vector-Borne Disease Control District Board of Trustees, led the Pledge of
Allegiance.

City Attorney Michael Jenkins provided a Closed Session Report. No
reportable action was taken.
V. ANNOUNCEMENTS - UPCOMING CITY EVENTS
Mayor Detoy announced the following upcoming events:
Beach Cities Health District's Walk and Roll to School Day on October 12,
2022;
October Mayor's Event on Saturday, October 15, 2022 at 9:00 a.m. at
Moondust Parkette for a park refresh;
Break Free from Plastic Celebration and Reception on Sunday, October
23, 2022 at 2:00 p.m. at the Hermosa Beach Pier followed by a reception
at Vista; and
State of the City on Thursday, October 27, 2022 at 5:30 p.m. at the
Lifeguard Headquarters. A reception will be held at the Lighthouse
following the State of the City.
VI. APPROVAL OF AGENDA
A motion was made by Councilmember Campbell, seconded by Councilmember
Armato, to amend the agenda by moving item 7.b. to be heard before item 7.a.
and updating the title of item 7.a. to read "Breast Cancer Awareness Month and
October 13, 2022 as Metastatic Breast Cancer Awareness Day." The motion
carried by the following vote:

BREAST CANCER AWARENESS MONTH
Dana Richards spoke about Breast Cancer Awareness Month in person.
Katie Adams spoke about Metastatic Breast Cancer Awareness Day
virtually.
Mayor Detoy presented a proclamation to Dana Richards and Katie
Adams.
The City Council joined Mayor Detoy at the podium for a photograph.

Ali Steward, Chief Partnership Development Officer, and Camille Jorenby,
from the Youth Advisory Group Member, provided a presentation.

VIII. CITY MANAGER REPORT
City Manager Suja Lowenthal provided an update about the Park
Restroom Project; the Parking Permit Art Contest which is open through
Halloween; and provided election information about the November 8, 2022
General Municipal Election.

Mayor Pro Tem Jackson requested the reconsideration of the City's default
level currently set at 100 percent renewable energy.
City Attorney Michael Jenkins shared that this item can be brought back at
a future City Council meeting for deliberation.

Calendar item d.
Chief Bennett rejoined the City Council meeting to provide information and
will follow-up with more information.
Staff recommends City Council:
1. Waive full second reading and adopt by title an Ordinance of the City of
Hermosa Beach approving the Joint Powers Agreement for Clean Power Alliance
of Southern California and authorizing the Implementation of a Community
Choice Aggregation Program (Attachment 6); and
2. Direct staff to print and publish the summary ordinance in a newspaper of
general circulation within 15 days following adoption and post it on the City's

bulletin for 30 days.
