CALL TO ORDER Mayor Detoy called the Open Session meeting to order at 6:18 p.m. II. PLEDGE OF ALLEGIANCE Jim Fasola, City Delegate to the Los Angeles County West Vector & Vector-Borne Disease Control District Board of Trustees, led the Pledge of Allegiance. III. CLOSED SESSION REPORT City Attorney Michael Jenkins provided a Closed Session Report. No reportable action was taken. V. ANNOUNCEMENTS - UPCOMING CITY EVENTS Mayor Detoy announced the following upcoming events: Beach Cities Health District's Walk and Roll to School Day on October 12, 2022; October Mayor's Event on Saturday, October 15, 2022 at 9:00 a.m. at Moondust Parkette for a park refresh; Break Free from Plastic Celebration and Reception on Sunday, October 23, 2022 at 2:00 p.m. at the Hermosa Beach Pier followed by a reception at Vista; and State of the City on Thursday, October 27, 2022 at 5:30 p.m. at the Lifeguard Headquarters. A reception will be held at the Lighthouse following the State of the City. VI. APPROVAL OF AGENDA A motion was made by Councilmember Campbell, seconded by Councilmember Armato, to amend the agenda by moving item 7.b. to be heard before item 7.a. and updating the title of item 7.a. to read "Breast Cancer Awareness Month and October 13, 2022 as Metastatic Breast Cancer Awareness Day." PROCLAMATIONS / PRESENTATIONS a)22-0641 PROCLAMATION DECLARING OCTOBER 2022 AS BREAST CANCER AWARENESS MONTH Dana Richards spoke about Breast Cancer Awareness Month in person. Katie Adams spoke about Metastatic Breast Cancer Awareness Day virtually. Mayor Detoy presented a proclamation to Dana Richards and Katie Adams. The City Council joined Mayor Detoy at the podium for a photograph. b)22-0612 PRESENTATION FROM BEACH CITIES HEALTH DISTRICT ON ALLCOVE BEACH CITIES Ali Steward, Chief Partnership Development Officer, and Camille Jorenby, from the Youth Advisory Group Member, provided a presentation. Councilmember Massey provided various comments. VIII. CITY MANAGER REPORT City Manager Suja Lowenthal provided an update about the Park Restroom Project; the Parking Permit Art Contest which is open through Halloween; and provided election information about the November 8, 2022 General Municipal Election. a)22-0590 UPDATE FROM JIM FASOLA - CITY DELEGATE TO THE LOS ANGELES COUNTY WEST VECTOR & VECTOR-BORNE DISEASE CONTROL DISTRICT BOARD OF TRUSTEES Jim Fasola, City Delegate to the Los Angeles County West Vector & Vector-Borne Disease Control District Board of Trustees, provided an update. b)22-0642 POLICE CHIEF UPDATE Police Chief Paul LeBaron provided an update on Police Department operations. ITEMS REMOVED FROM THE CONSENT CALENDAR FOR SEPARATE DISCUSSION j)REPORT 22-0626 ADOPTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH APPROVING THE JOINT POWERS AGREEMENT FOR CLEAN POWER ALLIANCE OF SOUTHERN CALIFORNIA AND AUTHORIZING THE IMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION PROGRAM (Environmental Programs Manager Doug Krauss) Mayor Pro Tem Jackson requested the reconsideration of the City's default level currently set at 100 percent renewable energy. City Attorney Michael Jenkins shared that this item can be brought back at a future City Council meeting for deliberation. Virtual Public Comment: Kent Allen Matt McCool Councilmember Armato asked about delayed response times in Consent Calendar item d. Chief Bennett rejoined the City Council meeting to provide information and will follow-up with more information. Staff recommends City Council: 1. Waive full second reading and adopt by title an Ordinance of the City of Hermosa Beach approving the Joint Powers Agreement for Clean Power Alliance of Southern California and authorizing the Implementation of a Community Choice Aggregation Program (Attachment 6); and 2. MUNICIPAL MATTERS a)REPORT 22-0617 CONSIDERATION OF A HOLIDAY FREE PARKING PROGRAM (City Manager Suja Lowenthal) Deputy City Manager Angela Crespi provided a staff report. Mayor Detoy encouraged businesses and the Chamber of Commerce to gather data on changes in customer behavior during the waiver period. Staff recommends City Council discuss and provide direction on a holiday free parking program at citywide commercial zone silver-post meters1. b)REPORT 22-0636 REPORT REGARDING POLICY, SAFETY, AND HEATH CONSIDERATIONS RELATED TO THE CANNABIS INDUSTRY SPONSORED INITIATIVE (MEASURE M) ON THE NOVEMBER 8, 2022 GENERAL MUNICIPAL ELECTION BALLOT (City Manager Suja Lowenthal) Deputy City Manager Angela Crespi provided a staff report.
