charging stations for renters who may not have infrastructure in their rental
units to charge their electric vehicles.
A motion was made by Councilmember Massey, seconded by Councilmember
Armato to adrop all EV charging incentives and direct staff to come back with
potential programs to consider that might provide a discount on charging at City
facilities to renters who can demonstrate that they do not have access to an EV
charger at their rental unit. The motion carried by the following vote:

Design Group, Inc. at a fixed amount of $217,820 and a term that extends through
completion of the work or not-to-exceed two years; and authorize the Community
Resources Manager to establish a 20 percent project contingency of $43,564; and
authorize the City Manager to approve contract amendments up to the amount of
the approved project contingency; and authorize the Mayor to execute and the
City Clerk to attest the proposed contract subject to approval by the City Attorney.

The City Council deliberated on this item.
A motion was made by Councilmember Armato, seconded by Councilmember
Massey to adopt a Resolution to withdraw from Independent Cities Risk
Management Authority (ICRMA) for property, excess liability, and excess workers'
compensation coverage, providing ICRMA with the final withdrawal notice on or
before December 1, 2022 that is effective July 1, 2023 (Attachment 1); and direct
staff to proceed with the underwriting process and return to City Council with a
resolution to join California Joint Powers Insurance Authority (CJPIA) for
property, excess liability, and excess workers' compensation coverage effective
July 1, 2023. The motion carried by the following vote:

A motion was made by Councilmember Armato, seconded by Councilmember
Campbell to direct the City Clerk to return to the regular City Council meeting of
December 13, 2022 with an item to appoint incumbent and sole applicant Jim
Fasola as the Hermosa Beach representative to the Los Angeles County West
Vector and Vector-Borne Control District Board for a new two-year term ending
December 31, 2024.The motion carried by the following vote:
