I. CALL TO ORDER
Mayor Jackson called the Open Session to order at 6:05 p.m.
II. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Jackson.
A moment of silence was held to honor and mourn the senseless loss of
Deputy Ryan Clinkunbroomer who was killed outside the Palmdale Sheriff
station on Saturday, September 16, 2023.
III. ROLL CALL
City Clerk Maravilla announced a quorum.
IV. CLOSED SESSION REPORT
City Attorney Patrick Donegan provided a Closed Session Report. No

V. ANNOUNCEMENTS - UPCOMING CITY EVENTS
Mayor Jackson thanked the community for attending the State of City
Address and announced the 2024 Water Replenishment District Student
Art Contest.

representatives, and on his attendance to the League of California Cities

Councilmember Saemann to award a construction contract for CIP 102 Bus Stop
Improvements and CIP 193 Pedestrian Crossing Safety Improvements-Phase 1
Rectangular Rapid-Flashing Beacon (RRFB) Installation to Sterndahl Enterprises,
LLC, in the amount of $405,880; and authorize the Director of Public Works to
establish a 20 percent project contingency amount of $81,176 and approve
contract change orders up to the amount of the approved contract contingency;
and adopt the attached resolution entitled "A Resolution of the City Council of the

from CIP 105 Annual Street Improvements in the amount of $1,142,210 to CIP 191
Annual Street Improvements; and authorize the Director of Public Works to
establish a 10 percent project contingency in the amount of $193,420 and approve
contract change orders up to the amount of the approved contract contingency;
and adopt the attached resolution entitled "A Resolution of the City Council of the
City of Hermosa Beach Approving the Construction of CIP 191 Annual Street
Improvements Pursuant to Government Code Section 830.6 and Establishing a

Jeff Duclos; and approve the installation of signage acknowledging the renaming
as required by the Municipal Naming, Monument, and Sponsorship Policy. The

ordinance is exempt from the California Environmental Quality Act (CEQA); and
direct the City Clerk to print and publish a summary ordinance in a newspaper of
general circulation within 15 days following adoption and post a copy on the
City's bulletin for 30 days.he motion carried by the following vote:

Councilmember Detoy requested support to discuss the Zoom public
participation or find a screening method for Zoom public participation. The
request was supported by Councilmember Saemann.
Mayor Pro Tem Massey requested the discussion be an information item.
Mayor Jackson requested support to discuss the City's position on Metro's
Green Line Expansion. The request was supported by Councilmember
Detoy and Councilmember Francois.
Councilmember Saemann requested support to discuss residents with
permit stickers parking overnight in specific zones. The request was
supported by Councilmember Francois and Mayor Jackson.
