Election of Mayor and Mayor Pro Tempore and
Council Committee Reorganization
6:00 PM - ELECTION OF MAYOR AND MAYOR PRO TEMPORE
I. CALL TO ORDER
Mayor Jackson called the meeting to order at 6:03 p.m.
II. PLEDGE OF ALLEGIANCE
Retired Los Angeles City Police Chief Wallace Graves led the Pledge of
Allegiance.
Mayor Jackson recognized retired military personnel in the chamber.
A moment of silence was held to honor and mourn the loss of Manhattan
Beach Police Officer Chad Swanson.
III. NATIONAL ANTHEM
The National Anthem was performed by Michael Gourzis.
IV. ROLL CALL
City Clerk Myra Maravilla announced a quorum.
Present: 5 - Mayor Jackson, Mayor Pro Tempore Massey,
Councilmember Saemann, Councilmember Detoy, and Councilmember
Francois.

A motion was made by Mayor Jackson, seconded by Councilmember Saemann
to approve the order of the agenda. The motion carried by the following vote:

The City Council continued to deliberate on this item.
Mayor Pro Tem Massey accepted the nomination as Mayor and
Councilmember Saemann accepted the nomination as Mayor Pro Tem.
City Clerk Maravilla conducted a roll call vote for the nomination of Mayor
Pro Tempore Justin Massey as Mayor and Councilmember Rob Saemann
as Mayor Pro Tempore.
AYES: Councilmember Saeman, and Mayor Jackson
NOES: Councilmember Detoy, Francois, and Mayor Pro Tem Massey

City Clerk Maravilla announced that the motion failed.
City Clerk Maravilla conducted a roll call vote for the nomination of Mayor
Pro Tempore Justin Massey as Mayor and Councilmember Dean Francois
as Mayor Pro Tem.

City Clerk Maravilla announced that the motion carried; and conducted a
roll call of the new City Council. Councilmember Jackson, Councilmember

Detoy, Councilmember Saemann, Mayor Pro Tem Francois, and Mayor
Massey were present.
City Clerk Maravilla announced a quorum of the new City Council.
A motion was made by Councilmember Detoy and seconded by Mayor Pro
Tem Francois to appoint Mayor Justin Massey to the Los Angeles
County-City Selection Committee. The motion was made by the following
vote:
AYES: Councilmembers Saemann, Jackson, and Detoy; Mayor Pro Tem
Francois, and Mayor Massey
NOES: None.
ABSTAIN: None.
ABSENT: None.
A motion was made by Mayor Massey and seconded by Councilmember
Detoy to appoint Mayor Pro Tem Francois to the South Bay Cities
Sanitation District Board of Directors and appoint Councilmember
Saemann to serve as the Alternate Director. The motion was made by the
following vote:
AYES: Councilmembers Saemann, Jackson, and Detoy; Mayor Pro Tem
Francois, and Mayor Massey
NOES: None.
ABSTAIN: None.
ABSENT: None.

Mayor Massey presented former Mayor Jackson with a gavel plaque.
