Councilmember Jackson announced the Stand with Israel South Bay
Solidarity Event on October 11, 2023.
Mayor Massey announced the Skechers Friendship Walk on October 29,
2023 and provided information about donations made from this event.
Councilmember Saemann and Mayor Massey presented a Certificate of

Mayor Pro Tem Francois requested to pull Item "F" and Item "H" from the

A motion was made by Councilmember Detoy, seconded by Councilmember

Community Development Director Tai shared that Kosmont and staff will
review Council feedback on a two-tier system, higher fees, and no
exemptions.
Staff recommends City Council receive a staff presentation, provide opportunity
for public input, and discuss the proposed Land Value Recapture Program for
residential development on certain non-residentially zoned properties.

The City Council continued to deliberate on this item.
Councilmember Detoy announced support for a guest parking pass fee of
$50, and no guest passes after the cap of 3 (or 4 with extraordinary
circumstances).
Councilmember Jackson provided comments and announced support for a
guest pass for those with no onsite parking only.
Mayor Pro Tem Francois provided comments and made a motion to
approve a guest parking pass at a fee of $50 to every household in the
affected area. The motion failed due to the lack of a second.
Councilmember Saemann provided comments.
Mayor Massey commented on the consideration of the City Council to
consider a penalty for the sale of hashtag passes.
Councilmember Jackson requested that staff look at creating parking
zones so residents park close to their homes, instead of anywhere in the
coastal parking area.
The City Council continued deliberations.
A motion was made by Councilmember Detoy, seconded by Councilmember
Saemann to amend the resolution Section 1 to state the following: Each
residential address in the impacted coastal parking area shall be eligible for a
single guest parking permit provided this residential address does not exceed the
cap of residential parking passes authorized under the City's residential parking
permit program. An applicant shall submit information as required by the City,
demonstrating to the satisfaction of the City that the applicant resides at an
address in the impacted coastal parking area. No vehicle registration of any kind

will be required for this guest parking permit; and Section 2 to read as follows:
That the fee for a guest parking permit issued pursuant to this Resolution shall be
$50. The motion was made by the following vote:

Councilmember Detoy to authorize sole-source purchase of one Tesla Model Y to
replace a 2014 Ford Fusion in the amount up to $63,000; and authorize the
purchase of one Ford F-150 Lightning Truck, or equivalent electric vehicle, to
replace a 2013 Chevy Caprice in an amount not to exceed $65,000 from National
Auto Fleet Group, the State of California's General Services Department
Statewide Contract for Fleet Vehicles, or sole source from a dealership as the
vehicle becomes available; and authorize the purchase of one Toyota Camry
Hybrid to replace a 2014 Chevy Impala in the amount of $31,798.02 through the
State of California's General Services Department Statewide Contract for Fleet
Vehicles; and authorize the purchase of one Ford E-Transit Cargo Van, or
equivalent electric vehicle, to replace a 2006 Ford Ranger truck in the amount of
$59,780 from National Auto Fleet Group, the State of California's General
Services Department Statewide Contract for Fleet Vehicles, or sole source from a
dealership as the vehicle becomes available; and authorize the purchase of one
Ford F-150 Lightning Truck, or equivalent electric vehicle, to replace a 2008 Ford
Ranger truck in the amount of $52,316 from National Auto Fleet Group, the State
of California's General Services Department Statewide Contract for Fleet
Vehicles, or sole source from a dealership as the vehicle becomes available; and
authorize the purchase of one Ford F 150 Lightning Truck, or equivalent electric
vehicle, for the new Public Works Assistant Superintendent position in an amount
not to exceed $65,000 from National Auto Fleet Group, the State of California's
General Services Department Statewide Contract for Fleet Vehicles, or sole
source from a dealership as the vehicle becomes available. The motion carried

Detoy (with a friendly amendment) to bring back this item as an action item and
to consider the updating the City's existing e-bike regulations and additional
regulations and fines implemented by other jurisdictions and provide direction
on whether additional electric bike1 ("e-bike") regulations are desired and add
regular bikes. Councilmember Saemann accepted the friendly amendment. The
motion carried by the following vote:
