V. ANNOUNCEMENTS - UPCOMING CITY EVENTS
Mayor Massey announced the Veterans Day Wreath Laying Ceremony
event on Friday, November 11, 2023 at 10:30 a.m. on the East Lawn of the
Community Center at 710 Pier Avenue.

Mayor Massey invited members of the Woman's Club to the podium. A
presentation led by Janice Brittain was provided for the upcoming pancake
breakfast on Sunday, November 5, 2023 from 8:00 am to 12:00 p.m. at the
Hermosa Kiwanis Hall at 2515 Valley Drive, Hermosa Beach.
b)23-0625 PROCLAMATION FROM BEACH CITIES HEALTH DISTRICT
Mayor Massey invited Beach Cities Health District Board Member Jane
Diehl to the podium. Board Member Diehl presented a proclamation to the
City Council on being partners in health with the District as they celebrate
25 years of preventative health success this year.

Councilmember Saemann to adopt a resolution approving General Plan
Amendment (GPA 23-01) for a land use designation map change; and introduce
by title only and waive first reading of an ordinance of the City of Hermosa
Beach, California, approving a Zone Change (ZC 23-01) amending the zoning
map for certain sites to allow realization of housing capacity, align zoning on
certain sites with the General Plan, and designating Housing Element sites; and
introduce by title only and waive first reading of an ordinance of the City of
Hermosa Beach, California, approving Zoning Text Amendment (TA 23-02), to
update the zoning ordinance to implement Housing Element policies; and add
Section D to add the language as follows: sites on the sites inventory with a
maximum allowable density of one unit that also retains a commercial
component shall be exempt; and direct the City Clerk to publish a summary
ordinance. The motion failed by the following vote:

A motion was made by Councilmember Detoy, seconded by Councilmember

approve the holiday parking program for 2023 and 2024. The friendly
amendment was accepted by Councilmember Detoy.
A motion was made by Councilmember Detoy, seconded by Councilmember
Jackson to approve the complimentary holiday parking program at citywide
commercial zone silver-post meters1 from November 24, 2023 to December 25,
2023 and November 29, 2024 to December 25, 2024. The motion carried by the
