CALL AND NOTICE OF SPECIAL MEETING:
Fiscal Year 2024-25 Capital Improvement Program Study Session
6:00 PM – STUDY SESSION
1. CALL TO ORDER
Mayor Massey called the Study Session to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE
Public Works Commissioner David Grethen led the Pledge of Allegiance.
3. ROLL CALL
City Clerk Myra Maravilla announced a quorum.
Mayor Massey, Mayor Pro Tempore Francois, Councilmember Saemann,
Councilmember Detoy, and Councilmember Jackson

4. ANNOUNCEMENTS
Mayor Massey provided the following event reminders; the Sidewalk Sale
will take place on Saturday and Sunday throughout Downtown; State of the
Art fundraiser event on Saturday from 5:00 p.m. to 9:00 p.m. at the Resin;
Sea Sprite Hotel Beach Clean-up on Sunday from 9:00 a.m. to 1:00 p.m.;
Lemonade Day on Sunday afternoon from 12:00 p.m. - 4:00 p.m.; Coffee
with a Cop on April 23 from 10:00 a.m. - 12:00 p.m. at Lazy Acres; the
Rams Draft Experience from April 25 - May 2; Surfer's Walk of Fame
events on April 26 - April 28; and on April 28, Heal the Bay will present a
panel of experts to discuss Rising Tides: Exploring LA’s Readiness for
Sea Level Rise. The panel will cover climate change, environmental policy,

challenges facing LA’s coast and explore solutions for a more sustainable
future. This discussion will be held at the Community Theatre from 3:00
p.m. - 4:30 p.m. on Sunday, April 28.

City Manager Suja Lowenthal provided opening remarks.
Public Works Director Joe SanClemente provided a presentation.
Staff recommends City Council:
1.Review and provide comment regarding the FY 2024-25 Capital Improvement
Program (CIP); and
2.Receive and file the FY 2024-25 Capital Improvement Program Study Session
Report.
7. COUNCIL QUESTIONS
Mayor Massey provided comments.
Mayor Pro Tem Francois provided comments about adding milestones to
projects.
Director SanClemente provided comments on the 14th Street Restrooms.
City Manager Lowenthal provided information about the Tsunami Siren
Project.
Mayor Pro Tem Francois left the dais and the meeting after providing
comments at 8:00 p.m.

about self-cleaning restroom units.
Councilmember Jackson asked various questions about staff resources.

Councilmember Jackson requested information about the Records Center;
parking Lot "C" challenges; 14th Street bathrooms; and the South Park
sloping project.
Deputy City Manager Angela Crespi provided information.
City Manager Lowenthal provided information about staff levels.
Councilmember Detoy asked various questions about work orders on the
Go Hermosa app; design, bid, build requirements; and more.
City Manager Lowenthal provided information.
Director SanClemente provided information on utility permit fees and
addressed additional questions.
Finance Director Viki Copeland provided information about the budge
allocation process fro CIP's.
City Attorney Donegan provided information.

682.
The City Council continued deliberations.
A motion was made by Councilmember Detoy, seconded by Councilmember
Saemann, to receive and file the FY 2024-25 Capital Improvement Program Study
Session Report. The motion carried by the following vote:

10. ADJOURNMENT
Mayor Massey Adjourned the meeting at 10:44 p.m. in memory of
Hermosa Beach resident Patti Astor.
