CALL AND NOTICE OF SPECIAL MEETING: The Mayor of the City of Hermosa Beach
has called a Special Meeting of the City Council to consider and take action on only
those matters set forth on the agenda.

Mayor Massey called the Open Session to order at 6:08 p.m.

4. CLOSED SESSION REPORT
City Attorney Patrick Donegan provided a Closed Session Report. No
reportable action was taken.
5. ANNOUNCEMENTS - UPCOMING CITY EVENTS
Mayor Massey announced the following events: A "Be Ready" Resident
Emergency Preparedness Seminar will be held on Wednesday, May 22nd
at 6:00 p.m.; the 53rd annual Fiesta Hermosa will take place May 25-27;
Hermosa 5-0 Open House Celebration on May 30th from 4:00 p.m. to 6:00
p.m.; and Boards Across Hermosa will celebrate the 25th anniversary on
June 8th from 10:00 a.m. to 2:00 p.m. at the Hermosa Beach Skate Park.

A motion was made by Councilmember Saemann, seconded by Councilmember
Detoy, to approve the Consent Calendar except for item "f" that was pulled for
separate discussion.

7. PROCLAMATIONS / PRESENTATIONS
a)24-0183 RECOGNIZING HERMOSA BEACH LEMONADE DAY WINNERS
Mayor Massey invited Chamber of Commerce representatives Jessica
Accamando and Millie Martinez Stordeur to the podium.
Lemonade Day award winners were announced and presented with
trophies and certificates.
Mayor Massey announced Lemonade Day participants and presented
them with certificates.
b)24-0184 RECOGNIZING NATIONAL WATER SAFETY MONTH
AND OCEAN LIFEGUARDS FOR THEIR SERVICE
Fire Department Chief Lester recognized Water Safety Month and shared
water safety tips when visiting the beach.
Chief McMillon shared a story and photos of beach goers, Delia and Paul,
who were provided a beach wheelchair by the Fire Department that is also
available to members of the public for check out.
Chief McMillon introduced Ocean Lifeguard Jason Napolitano for his work
and assistance with rescuing a victim in distress on March 11th. Mayor
Massey provided a certificate of commendation.
Chief Lester introduced Lelei Moore and recognized her for 48 years of
service.
c)24-0185 RECOGNIZING MENTAL HEALTH AWARENESS MONTH
Beach Cities Health District Board Member Jane Diehl and youth
representatives spoke about Mental Health Awareness Month with an
emphasis on social connections.
Mayor Massey presented a proclamation to Beach Cities Health District.

Mayor Massey recognized Jewish American Heritage Month and Asian
American & Pacific Islander Heritage Month and read a proclamation into
the record.

City Manager Suja Lowenthal presented a City Manager Report.

Councilmember Detoy reported that his attendance to the LAX Roundtable
meeting.
Councilmember Jackson provided comments about the RAMS Draft
Experience and the Surfer's Walk of Fame.
Mayor Pro Tem Francois provided comments about the RAMS Draft
Experience and the Surfer's Walk of Fame, attended the LA County
Sanitation Board meeting, and participated in a walking tour with
businesses.
Councilmember Saemann reported on his attendance to the Hermosa
Beach Sister City Association Board meeting and announced the City of
Loreto has received a refurbished 1988 fire truck.

Saemann, to approve three one-year agreements with each of the following
organizations for the following events in 2024:
* Amateur Athletic Union (AAU) for the AAU Beach Volleyball Championships;
* Association of Volleyball Professionals (AVP) for the AVP Junior National
Championships and the Hermosa Beach Open; and
* Junior Volleyball Association (JVA)/Beach Volleyball Clubs of America (BVCA)
for the JVA/BVCA National Championships.
Authorize the Mayor and City Manager to execute and the City Clerk to attest to
each agreement as amended, subject to approval by the City Attorney
(Attachments 1-3); and with an option, at staff's discretion, to extend one or more
agreements for one additional one-year term. The motion carried by the
following vote:
