CLOSED SESSION REPORT City Attorney Patrick Donegan provided a Closed Session Report. No reportable action was taken. 5. ANNOUNCEMENTS - UPCOMING CITY EVENTS Councilmember Saemann announced the Hermosa Beach Fine Arts Festival on June 8th and June 9th at the Community Center lawn. Mayor Massey announced the Hermosa 5-0 Open House on Thursday, May 30th from 4:00 p.m. to 6:00 p.m.; Skate on the 8th on June 8th and 9th; the Hermosa Beach Fine Arts Festival; and the memorial services for Abu from Pet Mart was announced. 6. APPROVAL OF AGENDA A motion was made by Councilmember Detoy, seconded by Councilmember Saemann, to approve the Agenda as presented. CITY MANAGER REPORT City Manager Suja Lowenthal provided a City Manager Report. a)24-0247 UPDATE FROM JIM FASOLA - CITY DELEGATE TO THE LOS ANGELES COUNTY WEST VECTOR & VECTOR-BORNE DISEASE CONTROL DISTRICT BOARD OF TRUSTEES Jim Fasola provided an update on the Los Angeles County West Vector & Vector-Borne Disease Control District Board of Trustees. Councilmember Saemann asked for practical tips to combat water collected in pots. Mayor Pro Tem Francois asked about water collected at the 14th Street bathroom showers storm drains. City Manager Lowenthal provided information on how to report storm drain concerns via the GoHermosa application. Representative Fasola provided comments. b)24-0266 PUBLIC WORKS DIRECTOR UPDATE Public Works Director Joe SanClemente provided a Public Works Director update. Lisa Nichols provided information about the new Hermosa Beach Skate Park sign to commemorate the 25th anniversary celebration. Rafael, founder of Indivisible Arts, provided comments. Councilmember Detoy provided comments about the e-bikes on the Strand. Mayor Massey provided comments about e-bikes. Mayor Pro Tem Francois provided comments about e-bikes and his attendance at the Medal of Honor ceremony on May 23rd; the Sanitation District meeting on May 15th; and his volunteer work at the Fiesta Hermosa event. A motion was made by Mayor Pro Tem Francois, seconded by Councilmember Saemann, to approve a new Impact Level II Special Event, the Hermosa Beach Open on the Volleyball Courts north of the Pier on Wednesday, September 4 through Saturday, September 7, on the 2024 Special Events Calendar. Mayor Massey offered a friendly amendment to specify that the title be: "Hermosa Beach Open presented by Title Sponsor." The friendly amendment was accepted by Mayor Pro Tem Francois and Councilmember Saemann. The motion carried by the following vote: Aye:Mayor Massey, Francois, Saemann, Detoy, and Jackson5 - Absent:0 b)REPORT 24-0239 AWARD OF PROFESSIONAL SERVICES AGREEMENT WITH LEE ANDREWS GROUP, INC. TO PROVIDE COMPREHENSIVE COMMUNITY OUTREACH AND ENGAGEMENT SERVICES FOR CIVIC FACILITIES (Deputy City Manager Angela Crespi) Deputy City Manager Angela Crespi provided a presentation. Mayor Massey suggested the public be provided an opportunity to tour city facilities before they are given a survey. Mayor Pro Tem Francois asked various questions. City Attorney Donegan provided information about the difference between an informal advisory group and a Brown Act body. Councilmember Saemann asked questions about the formation of the informal advisory group and more. Councilmember Jackson asked various questions about the City Yard and whether it be outside of the Civic Facilities Plan. Virtual Public Comment: Anthony Higgins Mayor Massey provided comments. The City Council continued deliberations. A motion was made by Councilmember Jackson, seconded by Councilmember Detoy, to: 1. Award a Professional Services Agreement with Lee Andrews Group, Inc. to provide comprehensive community outreach and engagement services for civic facilities at a not-to-exceed amount of $121,095 and a term ending December 31, 2025; 2. Authorize the City Manager to secure an additional six months of services at a not-to-exceed amount of $58,285, if required; 3. Authorize the City Manager to execute and the City Clerk to attest to the proposed agreement, subject to approval by the City Attorney; and 4. Provided further input on the creation of an informal civic facilities community advisory group. Mayor Pro Tem Francois made a friendly amendment that the makeup of the informal civic facilities community advisory community be made up of residents, not necessarily aligned or represented by any group. The friendly amendment was rejected by the maker of the motion. A motion was made by Councilmember Detoy, seconded by Councilmember Jackson, to: Receive and file a staff report regarding the City's regulations pertaining to the use of the public right-of-way to satisfy certain parking requirements for private development. FUTURE AGENDA ITEMS a)24-0270 TENTATIVE FUTURE AGENDA ITEMS Councilmember Jackson requested the future agenda item regarding e-bike regulations be brought back at a special meeting to discuss an urgency ordinance. This request was supported by Councilmember Saemann, and previously heard at the February 15, 2024 meeting. Councilmember Saemann confirmed with the staff the Lot D item would be presented at the Budget Study Session. 16. PUBLIC PARTICIPATION FROM THE PUBLIC No Public Comment was provided. 17.
